Proposal Outcome

In June 2024, we proposed on two sets of parking changes to the Devonport community. This is to manage the limited availability of on-street parking in the area so that it is shared between residents, businesses and employees, commuters and visitors.

We received many submissions extending support, sharing suggestions and concerns about the proposed changes.

We thank the Devonport community for their cooperation during the consultation period.

The Destination Devonport Public Feedback Report contains the summary of the submissions and our response to queries and concerns received from the community.

What happens next

After carefully reviewing the community feedback, we are proceeding with the following changes to the proposal:

1) Lower Parking Fee: Starting 25th November 2024, we will reduce the parking fee from $1.50 per hour to $1.00 per hour in the paid parking area on Queens Parade. The hours and days will stay the same.

2) Monthly Monitoring Plan: From December 2024 to April 2025, we will check the impact of the new parking fee on Queens Parade and King Edward Parade every month. We will review the results in May 2025

  • If parking stays at or below 85% full, we won’t add Paid Parking Zones (except for authorized vehicles) at this time. 

  • If parking goes over 85% full, we will add a paid parking residential zone on Queens Parade and King Edward Parade with a fee of $1.00 per hour. This will help manage parking and let residents apply for parking permits. 



Given the limited support for the originally proposed residential scheme, Auckland Transport will not go ahead with it right now. However, we still want to address the current residential parking scheme on Anne Street and will talk to residents after reviewing the monitoring results.

Commuters will be encouraged to use public transport to connect with their ferry journeys, making use of integrated fares. By streamlining parking management, we aim to create a more accessible community for everyone.

About this project

Devonport is a much-loved destination for tourists and locals, which means on-street parking is in high demand. We addressed some of this in 2021 with the parking changes in the village and near the ferry but need further adjustments to ensure availability and flexibility of parking options.

Our parking survey indicated that parking usage on some local streets exceeded 90% during peak times, resulting in very limited parking options and frustration (you can see the data we collected in the documents section). After receiving 13 requests since 2018 from residents for permit parking, now is the right time to address this concern.

We proposed two sets of changes to manage the limited availability of on-street parking:

1) New resident parking zone

- This zone would give residents access to a parking permit for a fixed annual cost, allowing them to park all day/night. It covers: Spring Street, Huia Street, Clarence Street, Calliope Road, Garden Terrace, Kapai Road and Anne Street Kerr Street, Rattray Street, Buchanan Street and Mays Street.

- The cost of resident permits is $70 per year, per vehicle.

2) New paid parking area

- We proposed to introduce paid parking along King Edward Parade (from Buchanan Street to Church Street) and Queens Parade.

- Some of the existing parking restrictions would be replaced with a new paid parking at $2 per hour, Monday to Friday, from 8am to 6pm. The free parking area along Queens Parade would change to paid parking.

Why these changes were proposed

  • Paid parking without time limits is a flexible way to manage parking in high demand and limited parking space areas

  • The resident parking zone was requested by the community, and after reviewing the parking data, the best option was to allow everyone to utilise on-street parking on the fringe of the village centre.

  • These changes would help reduce congestion and encourage people to consider other options such as public transport, carpooling, biking or walking.

The public provided feedback for the proposed changes from 7th June to 5th July 2024.
