About the project

Whangaparāoa is growing, and better public transport connections are needed to support the community.

To support the growth, O Mahurangi - Penlink is being constructed, creating a more resilient network and getting people where they need to be faster, while supporting economic growth in the region and connecting people to new housing developments. This new highway (State Highway 19) is under construction to be completed at the end of 2029.

The Whangaparāoa Public Transport Study proposes a future public transport network for when O Mahurangi - Penlink opens on the peninsula. The proposed network balances frequency, coverage, resilience, and cost. It leverages the investment that has been made in O Mahurangi - Penlink, while recognising the community’s desire to retain a ferry service.

To deliver this future network, we need to build a new bus station. Whangaparāoa Bus Station (WBS) will be a key part of the network, providing a safe and convenient place for people to transfer between services to reach more destinations.

The station will be served by local buses on the peninsula, as well as frequent buses to the North Shore and city centre via State Highway 19 (O Mahurangi - Penlink project) when it opens.

We are sharing the most current designs on the station and invite you to share your thoughts on the project. Whether people choose to drive, walk, cycle, bus, train or ferry their way around the region, AT supports viable options that make journeys quicker, easier and safer.

Please be aware that funding has not yet been confirmed. We want designs that are fit for purpose for the community, reflecting your needs and concerns for future planning along the route.

What you need to know

In 2025, we engaged on the concept design for WBS. We’ve used this feedback to update the design. Changes include:

  • Increasing the number of spaces in the Kiss and Ride (on Cedar Terrace) from 13 to 20, including three mobility spaces
  • Expanded the main building to include customer services area with seating
  • Designed an outdoor courtyard area for passengers
  • Ensure sufficient CCTV to mitigate and manage safety concerns
  • Improved bike storage facilities
  • Space for future facilities such as an external coffee kiosk.

Many locals expressed feedback for a park and ride facilities at WBS. The station sits directly alongside O Mahurangi – Penlink (SH19) corridor, where significant site constraints limit the land space for additional parking or a parking structure, substantially increasing the investment required to build this in central Whangaparāoa.

Building a park and ride is a very expensive thing to provide, particularly when most people get to stations by other means. The WBS location was selected as it offers the best accessible hub for future passengers, supported with improved local bus services enabling strong connections to the North Shore and city centre.



Share your thoughts

WBS will allow people to easily transfer between bus services and improve public transport locally, providing a safe and reliable alternative to travelling between Whangaparāoa and areas such as the city centre, Takapuna, or Albany by car.

Based on your feedback, we have updated the designs to include:

  • Kiss-and-ride parking facility
  • Public seating and waiting area
  • Bicycle stands
  • Water fountains and/or hydration stations
  • Public toilets
  • CCTV and security monitoring
  • Passenger Information Displays
  • Customer service area
