About the project
We’re planning a new bus station at the Penlink / Whangaparāoa intersection. This would extend the NX2 rapid bus service, giving you:
- Faster, more reliable travel – up to 20 minutes quicker to the City
- Better connections to Red Beach, Albany and the City Centre
- A cleaner, safer way to travel – fewer emissions than cars
In 2026, we’ll share design options and invite you to share your thoughts on what matters most – from safety and shelters to access and layout. But first, we need to secure funding to build it.
Your local knowledge about how you travel will help us shape our designs, which can be built over time as funding becomes available
Whangaparāoa is in the Hibiscus and Bays Local Board boundary. It connects Gulf Harbour and Matakatia to Stanmore Bay and Red Beach. The project scope is to determine station designs and facilities that fit locals transport needs in Whangaparāoa.
Please be aware that funding has not yet been confirmed. We want designs that are fit for purpose for the community, reflecting your needs and concerns for future planning along the route.

We want to hear from you - you can help shape our designs
While the project area is quite complex, we genuinely want to hear from you with your local knowledge to ensure we deliver something that will support seamless and safe travel choices in your community.
We welcome feedback on the connections specific to your neighbourhood, and you can also provide feedback on the whole network and how it connects for you.
You can influence the following key elements in our investigations that will help shape the final outcome:
- Kiss-and-ride layout and functionality (location is fixed)
- Seating types, quantity, and placement
- Drop-off and pick-up zones and short-term parking (Parking assessment required before final confirmation).
- Planting and landscaping
- Number and type of bike racks or stands
- Lighting design for safety and visibility (Colour, brightness)
- Public art, cultural design elements, and local identity integration
- Water fountains and hydration stations
- Vending machines or mobile kiosks
- Station supports for vulnerable users (e.g. elderly, disabled, youth) - such as ramps, lighting, and access.
What you need to know
In developing station designs, we have kept the following at the forefront:
- budget constraints and making fit-for-purpose infrastructure to ensure cost savings
- working to transport connections to meet the community transport needs
- re-purposing existing road space only where necessary
- deliverability and constructability.
The result of all these considerations is that the station design improves connections between Gulf Harbour and Matakatia to Stanmore Bay, Red Beach and then to the City Centre.
