Improving pedestrian safety for Waiuku College students

Public engagement was conducted via letter distribution and social media outreach between 11 August 2025 and 1 September 2025.

The majority of participants supported the goal of improving student safety, with many also offering constructive suggestions to enhance the design such as additional crossings or traffic lights instead.
While a small number of submitters felt the proposal was unnecessary or poorly targeted, the majority did not oppose the idea of a crossing altogether. Instead, they called for a more balanced, practical solution that:
• Maintains parking and access to essential services like the medical centre,
• Improves traffic flow,
• Considers future growth and industrial access, and
• Reflects the needs of all road users.

Proposal outcome
We are proceeding with the following changes:
• Removed the refuge crossing at the end of the footpath near 17 Constable Road.
• The design has been updated so two vehicles can wait on Leonard Street. This allows left-turning vehicles to move through the intersection without being blocked by vehicles waiting to turn right, helping to reduce delays at the intersection.
• Install side islands at the existing zebra crossing outside 14 Constable Rd to reduce the crossing distance and improve safety at the crossing.
To help offset the loss of parking, we are exploring ways to improve turnover, including introducing P15 time-limited parking during pick-up and drop-off periods. This would be developed in consultation with Waiuku College.
Proposal background
Auckland Transport is planning several upgrades to improve pedestrian safety and accessibility around Waiuku College and Constable Road. These changes respond to community feedback and support safer journeys for students, residents, and visitors.
Outside Waiuku College
- A new zebra crossing will be installed directly outside the school, complete with pram ramps and a pedestrian refuge island to help students cross safely.
- A new footpath and kerb will be added across the current parking area. To make space, the parking layout will change from angled to parallel parking. Of the 15 existing spaces, 7 will remain.
- The zebra crossing outside #37A Constable Road will be replaced with a pedestrian refuge island, giving people a safe place to wait before finishing their crossing.
Constable Road enhancement
- High-friction surfacing will be installed on crossing approaches to help drivers slow down and stop safely.
- A pedestrian refuge island will be added near #17B Constable Road, where the footpath currently ends. This will require removing 4 on-street parking spaces—2 outside #19 and 2 outside #17B.
Waiuku Health Centre & Leonard Road
- The kerb will be extended and pram ramps installed at the main road entrance to Waiuku Health Centre.
- The intersection at Leonard Road and Constable Road will be narrowed by extending the kerb. This will shorten crossing distances and help reduce vehicle speeds. Two parking spaces outside #15 Leonard Street will be removed.
Supporting infrastructure
- New signs, streetlights, and road markings will be installed to support the upgraded crossings.
