Consultation Outcome
After reviewing feedback from businesses and residents, we are proceeding with the proposal with updated changes.
Revised design
We no longer propose to:
- remove the broken yellow lines from alongside the wall.
We now plan to deliver the following:
- Introduce a paid parking zone across the on-street parking.
- The cost for parking will be $3.50 per hour for the first 2 hours, and $6 per hour after the first 2 hours.
- The paid parking will apply from Monday to Friday, 8am-6pm. Parking outside this time will be free.
- Paint broken yellow lines around the end of the cul-de-sac, and across the kerb ramp at the opposite end.
- Install a P5 Loading Zone for vehicles to use while loading and unloading.

Why was this decision made?
The broken yellow lines were initially installed in 1990 to support access for heavy vehicles accessing a business that now no longer operates from the location.
We suggested removing the broken yellow lines because the road is wide enough for parking on both sides without blocking access. We felt the additional spaces would benefit the community.
However, listening to feedback from local businesses and residents, we have decided to keep the broken yellow lines alongside the wall. We are also adding a P5 Loading Zone into the design as suggested.
What happens next
We anticipate these changes will be installed by mid-2025.
Community Feedback
Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge.
We heard from 9 respondents with 4 survey responses and 5 emails (one respondent sent an email and responded to the survey). Most people lived in the area and/or had the businesses nearby.
Summary of the feedback count:
- 3 people expressed assurance that the changes would benefit the community.
- 4 people stated that the changes would benefit the community with the suggestions.
- 2 people advised the proposal would not benefit the community.

- “Time base paid parking encourages parking turn over so more people can use the car parking.”
- “It will remove people who abuse the parking by parking illegally all day and free up parking for businesses. The businesses have long asked for this control.”

Suggestions to improve the project
- Install paid parking but keep the existing broken yellow lines in place.
After carefully reviewing the feedback, we have decided to keep the broken yellow lines from alongside the wall leaving the slip lane open for two-way traffic while retaining parking on one side, keeping it how it currently operates.
- Convert some of the broken yellow lines area into a Loading Zone only.
We have updated the design to include a P5 Loading Zone so that vehicles have a designated space to stop while loading and unloading. We hope that this will alleviate the issue raised of vehicles stopping illegally in the middle of the road and blocking access.
- Parking Rate: parking rate should be higher.
The tariff matches the rate currently charged in the Parnell Paid Parking Zone.
AT monitors these areas regularly and will use demand responsive pricing to manage the parking demand with the goal of maintaining an average 85% occupancy at peak times.
- Parking Permits: Allow for residents parking permits in this area.
Residential Parking Zone restrictions, where eligible properties can apply for a permit, are recommended in streets that are zoned as ‘residential’ under the Auckland Unitary Plan.
This part of The Strand is zoned as ‘Business Town Centre’. These areas are excluded from the RPZ because they do not have a primary residential focus and increase the demand for long stay parking.
- Remove the broken yellow lines and allow parking in the area at no cost and with no time restrictions.
AT received feedback from the community that drivers using this area for all day parking was to the detriment of local businesses.
Parnell has high parking demand, and to leave this area unrestricted limits availability for people visiting for a short period. The paid parking restriction will help improve turnover and availability.
Concerns
- Concerned that the removal of the broken yellow lines will cause congestion in a vital access way for emergency services to reach Gladstone Apartments, where the fire panel is located in the basement.
We listened to the community and have updated the proposal to keep the broken yellow lines.
- Concerned about how paid parking will improve parking availability for residents of the area for the following reasons:
ͦ Insufficient Parking for Residents: Many residents lack adequate parking, and some have multiple vehicles.
While we appreciate this, the purpose of this proposal is to support local businesses by creating turnover and increasing availability for those visiting the area. Parking will remain unrestricted between 6pm-8am during the week, and on weekends, when the restriction does not apply.
Please note that it is the responsibility of the owner of a vehicle to ensure that they have sufficient parking to meet their needs. Auckland Transport always advises not to rely on on-street parking as these can be subject to change which might not meet specific needs.
ͦ Increased Congestion: Short-term parking with high fees keeps cars moving, worsening city congestion.
Creating parking availability reduces congestion as there are less vehicles circling the area looking for a park.
ͦ Need for Long-Term Parking: Allowing residents better access to long-term parking would reduce road congestion.
Residents who need long term parking can investigate leasing parking from a private provider.
Parking will be free on the weekends and outside of 6pm-8am during the week when the restriction doesn’t apply.
ͦ Existing Restrictions: Current parking restrictions on Gladstone Road limit residents' parking options.
Eligible properties that come under the RPZ are able to apply for a permit that provides an exemption from the 2-hour time restriction. For more information, please see Parnell resident parking
ͦ Resident Parking Permits: Previous attempts to obtain permits have failed; changes in criteria could provide relief.
Permits would not be considered for this section of The Strand as it’s zoned as a business area under the Auckland Unitary Plan.
ͦ Favoring Casual Parking: The proposed plan favors casual parking over residents' needs.
The purpose of this proposal is to support local business by encouraging turnover. Residents can still park for free from 6pm-8am and on weekends.
ͦ Ignored Yellow Lines: Existing yellow lines are ignored, and the plan legitimizes this while charging a fee.
In recent years, AT has not been able to enforce these due to not having the delegated authority from NZTA. This was recently given and so enforcement has resumed.
We proposed to remove these as the road is wide enough to allow parking on both sides without access being blocked and felt the additional spaces would be of benefit to the community. However, due to community feedback, we have decided to not proceed with the removal of the broken yellow lines.
ͦ The community directly affected did not request these changes.

About the project
In response to requests from the community, we are proposing parking restrictions to improve parking availability along The Strand from #135 to #165.
What we are proposing
- Remove the broken yellow lines from the northern kerb and convert it into paid parking zone.
- Introduce a paid parking zone across the on-street parking
- The proposed cost for parking is $3.50 per hour for the first 2 hours, and $6 per hour after the first 2 hours.
- The paid parking would only apply from Monday to Friday, 8am-6pm. Parking outside this time would be free.
- Install broken yellow lines around the end of the cul-de-sac, and across the kerb ramp at the opposite end.
Benefits and impacts
- The removal of broken yellow lines will create approximately 13 parking spaces for the community.
- The introduction of a paid parking zone will align with the rest of the area and will encourage a higher turnover of parked vehicles.
- The additional broken yellow lines will ensure clear access for vehicles using the end of the road to turn around and exit.
