Project Outcome - Update April 2026

In January 2026, we let you know about the outcome of the Howick Local Board funded project, The Parade Stage 2.

Since then, at its business meeting on 26 March 2026, the Local Board decided to partly revoke its earlier decisions on The Parade Stage 2.

The outcome is that the local board no longer supports progressing the Devon Road pedestrian crossing and the pedestrian crossing outside #41 The Parade

After discussing the proposed plans with Howick Local Board and local people, the final outcomes and decisions can be found below.


Wharf Road / The Parade intersection

  • Install new pedestrian zebra crossing markings
  • Install signage, lighting, and vegetation pruning associate with the upgraded zebra crossings
  • Install give way sign and road markings on Wharf Road at the intersection

Laings Road intersection

We have made some changes to the original Laings Road intersection designbased on feedback from local people and Local Board, including:

  • Excluding the central island at the Laings Road / The Parade intersection.
  • Provide additional chevron signs and markings at the Laings Road / The Parade intersection to further alert motorists of the horizontal bend.
  • Provide high friction surface on the downhill approach and the horizontal bend on Laings Road / The Parade intersection.

Construction is expected to begin in June 2026

Prior to construction, residents will be informed of the confirmed start dates and construction impacts.

FAQ's - Relating to Wharf Road

Q: Is it possible to only install one pedestrian crossing at the northern side of the Wharf Road and The Parade intersection?

A: Pedestrian survey data shows high demand on both the northern and southern sides of the intersection, and crossings are therefore proposed on both approaches. Installing a crossing on only one side of the intersection may result in driver and pedestrian confusion, as pedestrian priority would not be consistently applied across the intersection. This arrangement has the potential to introduce safety concerns and adversely affect intersection operation.

FAQ's - Relating to Laings Road

Q: Could the traffic island cause risk or become a hazard in the event of a crash?

A: Following further investigation, the project team agrees not to proceed with the traffic island, and instead implement alternative traffic‑calming measures

Q: Considering the downhill approach and blind corner, should a ‘no right turn’ be considered?

A: Following further investigation, the project team has considered a range of mitigations, including the use of high‑friction surfacing, a review of signage, and changes to road markings. The team can confirm that visibility is sufficient with the proposed broken yellow lines

Q: Can the extent of no stopping at all times road markings be reduced? Why do we need these parking restrictions?

A: The proposed no stopping at all times road markings are intended to improve driver visibility at the intersection and to prevent vehicles from needing to enter the opposing traffic lane to bypass parked vehicles near the corner.
