Engagement outcome

Thank you to everyone who reached out to us to ask questions and provide their insights, about the planned upgrades to the existing crossing island on Parrs Cross Road.

After careful consideration, we are proceeding with the project as planned with a modification to include high-friction surfacing on the approaches to the crossing to improve pedestrian safety further.

Below is the summary of the insights and comments we received and our response to them:

Themes:

Area Congestion:

Community has raised concerns regarding the increase in delays to traffic that a new crossing could create and asked whether we considered the reduction in productivity for local business through employee delays and transport vehicles being slowed.

Our Response:

The existing crossing on Parrs Cross Road is situated near key community facilities such as Parrs Park, a playground, café, and supermarket, which generate significant pedestrian activity, particularly on weekends. Recent survey data indicates high pedestrian demand, with 33 crossings recorded on a weekday under cloudy conditions and 100 crossings on a fine-weather weekend day. Observations during a weekday site visit at 4pm highlighted difficulties for pedestrians in finding safe gaps to cross due to continuous traffic flow at the refuge crossing. We expect delays to drivers to be minimal as drivers would only need to stop momentarily for pedestrians crossing the road. The presence of the crossing islands also reduces delays as it allows pedestrians to cross a single traffic lane at a time.

Both Auckland Transport and the Local Board recommend upgrading the crossing to a zebra crossing. This enhancement increases pedestrian safety and reduces vehicle speeds slightly, providing a safer environment for everyone.

For these reasons above, we consider the reduction in productivity for local business through employee delays and transport vehicles being slowed to be minimal.

Safety for Cyclists:

The extended curb can cause for cyclists to be pushed into the line of traffic.

Our Response:

We have included traffic islands in the design to help create a low-speed environment, enhancing overall safety for all road users. The design also provides sufficient space for both a cyclist and a vehicle to travel side by side through the crossing, supporting safe and efficient movement.

About this project

Heads up! We’ll be improving crossing safety on Parrs Cross Road, Glen Eden.

Growing communities means busier roads – so we need to improve crossing facilities and make travelling locally safer for everyone!

Thanks to the Waitakere Ranges Local Board Capital Transport Fund, the new crossing facilities will prioritise people crossing especially our tamariki, and the local community.

The changes we’re making:

  • Upgrading existing refuge to a zebra crossing (not raised) with wider central islands.
  • Installing new signage and lighting associated with the upgraded zebra crossing.
  • Upgrading the footpath, remove existing pram crossing and installing wider pram crossings on either side.
  • Install new tactile pavers, which are yellow guidance markers to help visually impaired people find their way to the crossing and safely cross the road.
  • Install belisha beacon signs by the crossing. These are orange discs which warn motorists they are approaching a crossing, especially at night.
  • Painting no stopping at all times (broken yellow lines) on the approaches to the crossing. This clears access and prevents cars from parking near the crossing and improves sight lines.

  • Encourages walking, biking and scootering - which is healthier and better for the environment
  • Clearer road markings and signage increase driver awareness and improve visibility around the crossing

What happens next

We will install these changes by February 2026
