Consultation Outcome

After reviewing the feedback we receivedwe are proceeding with changes to the design.  

Revised design 

 We no longer propose to: 

  • raise the Opaheke Road and Chapel Street intersection 

  • install zebra crossings on all legs of the roundabout 

  • shift and rebuild the driveway of 6 Opaheke Road. 

To improve the high-risk intersection, wnow plan to deliver the following: 


  • install roundabout with a mountable centre 

  • install pedestrian crossing islands near the roundabout 

  • shift and rebuild the driveway of 9 Opaheke Road 

  • install yellow tactile pavers at key crossing points to help visually impaired people find their way to the crossing 

  • paint new road markings and installing signage to support the changes. 

The primary aim of this project is to make the Opaheke Road and Chapel Street intersection safer for locals and visitors to Papakura. 

We acknowledge that some members of the community felt the original proposed changes were not necessary.  

However, the crash history indicates this intersection is high risk, and that drivers are not stopping at the existing Stop sign.  Also, our speed surveys showed that drivers were approaching the intersection at speeds above the 50km/hr speed limit. This poses a safety risk to motorcyclists and pedestrians.

To help us arrive at an outcome, our team took into account community feedback as well as AT’s new raised devices guidelines. 

We plan to proceed with installing a roundabout at the Opaheke Road and Chapel Street intersection as it would help address the failing to give way and speeding concerns here 

Installing pedestrian crossing islands at the roundabout will make it safer for people walking in the area, whether they’re visiting Central Park or the Papakura Train Station.  


What happens next

We anticipate these changes will be delivered by May 2025.

Everyone across Tāmaki Makaurau Auckland should be able to get to where they need to and back home safely. This includes people in cars, on bikes, on foot, on scooters, or on mobility devices.

The Opaheke Road and Chapel Street intersection is a high-risk intersection. Between 2018 to 2022 there were 12 crashes here. The impact of these injuries on friends, Whānau and the wider community is immeasurable.

We’re proposing to raise the intersection and put in place a new roundabout

This will include:

  • raising the intersection to encourage slower speeds
  • installing a new roundabout with a mountable centre to reduce the likelihood of intersection accidents
  • painting zebra crossings and installing streetlights near the roundabout to enable people to cross safely at all times
  • realigning the driveway of number 6 and 9 Opaheke Road
  • installing yellow tactile pavers at key crossing points to help visually impaired people find their way to the crossing
  • relocating the AT Metro bus parking bay on Chapel Street further east
  • painting new road markings and installing signage to support the changes.

Benefits and impacts

The proposed changes would:

  • make it safer for motorists to navigate this intersection
  • enable large vehicles and busses turning to travel over the centre if required
  • make it safer for people to cross here at all times
  • encourage slower speeds which enable a higher chance of survival in the event of an accident.

The proposed changes to make the intersection safer would remove 11 unrestricted on-street parking spaces and 2 P90 parking spaces.
