The Issue
Because Nutsey Avenue is such a narrow street and to ensure traffic has the ability to move safely and efficiently to and from the main road, there are no stopping at all times broken yellow lines that run several metres after the turn from Onewa Road. However, within this space, there is also a clearway where people can park at certain times of day.
When studying Onewa Road, our Network Optimisation team observed cars were parked in this clearway at times when school drop-off/pickup was happening at Northcote Primary School.
This turned the already narrow street into a one-lane street, blocking visibility and movement. The resulting backups can extend out onto the main road and create safety issues for vehicles trying to turn and pedestrians trying to cross. Parents with young children attending the school have said this is a common occurrence and is worse on rainy days.
Our Proposed Solution
To resolve this issue, we are proposing to replace this clearway on Nutsey Avenue with no stopping at all times broken yellow lines so that parking is not allowed on either side for about the first 60 metres from Onewa Road.
This would clear both lanes so that people have plenty of room to move and visibility of their surroundings when they're approaching and turning from the street. It would also help to reduce the chance of backups happening that spill into the main road.
