Ngapipi Road cycling and shared path improvements

We’re proposing to retain and improve part of the interim cycling and shared path facility on Ngāpipi Road, between Ngāiwi Street and Onepū Whakatakataka Reserve, to provide a safer local connection to the wider walking and cycling network.

Overview

We have been investigating retaining and improving part of the existing interim cycleway and shared path on Ngāpipi Road, following requests from some residents and elected members.

The section being considered runs between the Ngāiwi Street intersection and Onepū Whakatakataka Reserve. Retaining this section would continue to provide a local connection to the wider walking and cycling network, including Tāmaki Drive, Te Ara ki Uta ki Tai and the future Hobson Bay boardwalk. Improvements are proposed to make this interim facility permanent.

The remaining temporary cycleway south of Ngāiwi Street would be removed as planned.

What we’re proposing

• Keep and improve the existing local cycling connection on Ngāpipi Road between Ngāiwi Street and Onepū Whakatakataka Reserve.
• Adjust part of the shared path from outside approximately 9 Ngāpipi Road to 29 Ngāpipi Road to create a separated walking path and southbound/uphill cycling path.
• Replace the rubber separators with low-profile concrete separators on the on-road uni-directional cycleway.
• Improve signage and surface markings to encourage slower cycling speeds and alert path users to driveways and conflict points.
• Assess and improve street lighting where needed.
• Widen sections of the path where practicable and improve visibility near Onepū Whakatakataka Reserve.
• Reinstate the bus shelter near 9 Ngāpipi Road and move the southbound bus stop from outside 28 Ngāpipi Road to outside 30 Ngāpipi Road.

Why we’re proposing these changes

Ngāpipi Road is a busy and constrained corridor used by people walking, cycling, driving, taking the bus and moving freight. We need to balance these needs while improving safety and making sure the design works with the planned Ngāiwi Street / Ngāpipi Road intersection safety improvements.

Project benefits

• Safer local cycling access: provides a local connection for people on bikes, including less confident riders and children.
• Better connections: links nearby Ōrākei streets to Tāmaki Drive, Te Ara Ki Uta Ki Tai, the train station, schools and the future Hobson Bay boardwalk.
• Improved safety and usability: responds to feedback about driveway access, shared path conflicts, visibility and cycling speeds.
• Better public transport access: improves bus stop arrangements and provides safer access for bus passengers.
• Builds on existing investment: improves infrastructure already in place rather than removing a link people already use.

What we heard during early engagement

We have undertaken early, targeted engagement with nearby property owners, the freight industry and Bike Eastern Suburbs. The current interim arrangement has also provided useful real-world insights. Both have helped us refine our concept design before undertaking wider community engagement.

During early engagement, people raised concerns about driveway access, shared path safety, visibility, cyclist and scooter speeds, separator types, technical design details, likely demand after the Hobson Bay boardwalk opens, and construction disruption.

We have used this feedback to refine the proposed design. Key changes include separating walking and uphill cycling in part of the corridor, adding signs and markings to encourage slower speeds, improving visibility near the reserve, assessing lighting, and reviewing how people on bikes transition between the road and shared path.

We will consider all community feedback and present a recommendation report to the Ōrākei Local Board. The Ōrākei Local Board will provide feedback prior to a final decision being made. We'll report back with the final outcome to everyone who provides feedback.

Subject to final approvals. If the project proceeds, delivery would be coordinated with Ngāiwi Street / Ngāpipi Road intersection safety improvements and the opening of the Hobson Bay boardwalk.
