Monmouth Street and Newton Central School Safety Improvements

We’re planning changes to pedestrian crossings and street layout near Newton Central School to improve safety for children walking to and from school. We would like to hear your feedback on these proposed improvements.

Why are the changes needed?

The school has raised concerns about the safety of children walking to and from school, particularly at the start and end of the day.

We’ve looked closely at how the surrounding streets are working during these times and identified a number of issues affecting school children:

  • School children do not currently have priority when crossing the side streets between the school and Great North Road. This creates safety risks, particularly at the start and end of the school day.

  • During pick-up and drop-off times, vehicles queuing outside the school can create congestion and reduce visibility. While the school’s current system works well, there is an opportunity to make this safer and more efficient through a clearer, more formalised layout.

  • The best walking route to the bus stops on Great North Road is not obvious and passes through a light industrial area. In addition to creating a safer recommended route, we are considering supporting street artwork that reflects the identity of the school and local area, and that makes the route clear and intuitive.

What we’re planning to do before June 2027

The proposed changes are focused across four key areas around the school:

Location 1. Right outside the school along Monmouth Street

  • A new clearly signposted pick-up and drop-off area

  • Parking limited (P10) during pick-up and drop-off times, with general paid parking at other times (Monday to Friday)

  • Changes to the kerb, including cutting back the southern side to support the new parking area

  • This will remove the need to use the off-road parking area, improving safety and reducing conflicts with nearby businesses

  • Upgrading the existing pedestrian crossing near Burns Street and shifting it slightly closer to the intersection. This aligns the crossing with where people already cross.

Location 2. Along Burns Street, heading towards Great North Road

  • A new pedestrian crossing near Putiki Street to support safer access towards Great North Road

Location 3. At the Waima Street/Putiki Street intersection, on the way to the bus stops

  • A new diagonal zebra crossing with kerb buildouts to complete the walking route to nearby bus stops.

  • Loss of one on-street parking space on Waima Street outside 148 Great North Road (Tony’s Tyre & Auto Care).

  • Loss of one on-street parking space on Putiki Street outside 22B Putiki Street (No Filter Ltd).

Location 4. At the Waima Street/Monmouth Street intersection

  • New kerb buildouts and pram crossings to improve safety and accessibility at the intersection.

  • Loss of one on-street parking space on Monmouth Street outside 9 Waima Street.

  • Loss of one on-street parking space on Waima Street outside 5 Waima Street.


These improvements will:

Make it safer for children getting to and from school
by improving crossings, giving clearer priority at side streets, and reducing vehicle speeds

Improve the pick-up and drop-off area outside the school
by reducing congestion, improving visibility, and making the layout clearer and easier to use

Make walking routes clearer and easier to follow
through better signage, road markings, and a more visible route to Great North Road

Improve accessibility for everyone
with pram crossings, kerb buildouts, and tactile paving to support people using mobility devices or with visual impairments
