Industry Road and Southdown Lane, Penrose - Minor Intersection Upgrade
Consultation Outcome
We thank respondents for their engagement and feedback on our proposal to improve safety at the intersection of Industry Road and Southdown Lane. We plan to achieve this by moving the Give-Way priority from Southdown Lane to Industry Road.
After reviewing the feedback we received, we will proceed with the following change to the original design to better reflect community input:
- Reconstruct the footpath up to driveway of #9 Southdown Lane.
What happens next
We anticipate these changes will be installed by end of June 2026.

We received a fair amount of feedback on the proposal through the online survey and from hand-delivered letters to businesses in the proposed area. None of the submissions indicated a negative impact on the community
The feedback indicated that implementing a Give-Way on Industry Road would enhance safety in the proposed area, and local businesses have no concern with the proposal.

Concerns
Poor visibility and safety issues
- Concern about poor visibility caused by heavy vehicles parked on both sides of Southdown Lane east of the intersection.
This proposal would remove some parking spaces close to the intersection to improve visibility. If you observe any illegal parking behaviour, we encourage you to contact AT’s Contact Centre at 09 355 3553 to request enforcement action.
- Parked heavy vehicles on both sides make the road narrow, so drivers move toward the centre and cut corners when turning into Industry Road.

- Vision for drivers of trucks exiting Waste Management is often also totally obscured until they have pulled well forward, again forcing traffic even further to the north side of Southdown Lane.

Miscellaneous concern
- Concern that the proposed upgrade has been prioritised over other projects that pose greater safety and operational risks
We understand the concern regarding prioritisation. The proposed upgrade on Sylvia Park Road addresses immediate operational needs and supports improved public transport connectivity, which is a key objective of our current programme. While we acknowledge that other projects may pose significant safety and operational risks, these are being addressed through our broader 10-year Auckland Network Optimisation Programme in collaboration with NZTA.
Suggestions to improve the project
Suggest extending the footpath reconstruction a little further along Southdown Lane, outside #9, as the kerb here is very low and this area often floods after heavy rain.
After reviewing this suggestion, we will extend the footpath reconstruction up to the driveway of #9 Southdown Lane, as recommended.
Suggest a pedestrian crossing over Mount Wellington Highway and State Highway 1 to provide safe access to Sylvia Park.
We acknowledge that pedestrian provisions in this area are currently limited, and several facilities need improvement to better connect Sylvia Park Road with Sylvia Park Mall, including around the interchange for pedestrians. Addressing these connections will require a larger project in collaboration with NZTA. This work is part of our 10-year joint Auckland Network Optimisation Programme and is scheduled to commence in the later period of the programme (currently in year 4), subject to funding availability.
In the meantime, AT is proposing a Special Vehicle Lane on Sylvia Park Road. As part of this proposal, a pair of bus stops, and a signalised crossing will be installed on Sylvia Park Road to provide a public transport connection between Sylvia Park Road/Pacific Rise and Sylvia Park Shopping Mall.
About the project
We’re inviting your feedback on proposed changes to improve safety and operations at the intersection of Industry Road and Southdown Lane.
This intersection has been identified as high-risk, with six reported crashes between 2020 and 2024, five resulting in injuries, and four occurring at night.
To address these concerns, we propose changing the exit of Industry Road to a Give Way priority and making minor infrastructure improvements.
Proposed changes include:

- Moving the Give-Way priority from Southdown Lane to Industry Road.
- Rebuild the kerb at the corners of Industry Road.
- Installing new signage and road markings including red surface to tighten the intersection visually.
- Reconstructing a short section of footpath and adding new pram crossings.
- Upgrading existing street lighting.
- Installing new broken yellow lines (no stopping at all times) at the corners and on Southdown Lane.
Benefits and impacts
- Safer navigation for heavy vehicles – parking removal will allow trucks to track through the intersection without hitting obstacles.
- Better lighting to reduce night-time crashes.
- Encourage slower driver speeds approaching the intersection.
- Lower risk of costly incidents – fewer crashes mean less downtime and disruption for businesses.
- Improve pedestrian visibility and ensure heavy vehicles can safely navigate the intersection. This will require the removal of 5 parking spaces.
