Engagement Summary
Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge.
Community feedback indicated that most people supported the project. Some provided suggestions and concerns, which we have addressed below.
Project outcome
After carefully reviewing the feedback we received, we are proceeding with the project as proposed.
We expect to have these changes implemented by mid-2027.
What we did
Engagement was held between 10 Apr 2026 to 1 May 2026
- 942 letters delivered to mailboxes
- 450 postcards delivered to businesses and properties in the proposal area
- AT social media
- AT project webpage https://haveyoursay.at.govt.nz/great-south-fort-richard

- Māngere-Ōtāhuhu Local Board received an email update
We received 20 pieces of feedback.
Community Feedback
People told us:
- The proposed signalised intersection and pedestrian crossings are strongly supported. The current intersection is considered unsafe by many members of the community, particularly for right-turning vehicles exiting Fort Richard Road onto Great South Road. These safety improvements are needed for pedestrians, especially elderly residents, or those with disabilities.
Feedback themes and AT response |
Support the proposal |
88.2% of respondents supported the proposed signalised intersection as a necessary improvement to control the traffic flow, provide safe crossing points for vulnerable users and reduce crash risk.
Response: - Thank you for your feedback.
|
Traffic flow and congestion on Great South Road |
Respondents expressed concerns that traffic lights could hinder flow and cause queuing, especially during peak/school hours. People also suggested "yellow cross hatching" (no stopping) markings to prevent queuing vehicles from blocking the intersection and turning traffic.
Response: - Our investigation indicates that the proposed traffic signals are expected to operate reasonably well, with any delays clearing quickly. They will improve safety for all road users and help reduce turning-related crashes at the intersection.
- Yellow hatched markings are not considered necessary at the intersection at this time, as the proposed traffic signals are expected to manage traffic effectively. Once the signals are in place, we will monitor how the intersection is operating and consider any further changes if they are needed.
|
Speed and Traffic Calming |
Comments suggested a raised intersection and speed cameras to address red-light running and general speeding on Great South Road.
Response: - Raised intersections are generally not recommended on arterial roads and a frequent bus route such as Great South Road, as they can affect flow of traffic, safety and comfort of some users. The proposed traffic signals will improve safety and provide a safe and effective way to manage all movements at the intersection.
- There is an existing speed camera further south on Great South Road near Cracroft Street, delivered as part of the NZTA programme. While AT does not deliver speed (safety) cameras, we will continue to work with NZTA and share community feedback to support safer speeds along the corridor.
|
Accessibility and geometric improvements |
Respondents requested improvements to the physical road layout, including addressing the steep curb angle for wheelchair users crossing Fort Richard Road, smoothing the sharp left turn from Great South Road for larger vehicles, and providing two exit lanes from Fort Richard Road to reduce traffic.
Response: - The proposed design will improve the existing conditions, including upgrades to kerb ramps to provide a safer crossing for wheelchair users, prams and those with less mobility. Gentler slopes will be provided where it’s possible and where space allows.
- The proposed design accommodates heavy vehicles, such as trucks, making the left turn from Fort Richard Road to Great South Road. As such, further smoothing of the left-turn is not considered necessary. Adding a second exit lane from Fort Richard Road is not considered practical at this stage, as it would require land purchase from the nearby properties.
|
Project delivery timeline |
Some respondents highlighted that these improvements are urgently needed, citing a history of preventable accidents and near-misses, and expressed concern regarding the timeline, urging that it be delivered sooner.
Response: - Thank you for the feedback, the project is currently planned for construction in the 2026/27 financial year and in the meantime, we are doing what we can behind the scenes to help move it forward as soon as possible.
|
Cost concerns and alternatives |
Respondents suggested a "Left Turn Only" restriction from Fort Richard Road, improved surfacing for both Great South Road and Fort Richard Road and a raised zebra crossing as a lower-cost alternative to signalisation.
Response - A left-turn-only restriction is not recommended, as it would likely shift the turning issues to other nearby streets rather than resolve it. It would also make it harder for the community to access Fort Richard Road from Great South Road.
- The suggested lower-cost option of high-friction surfacing on both Great South Road and Fort Richard Road, together with a raised zebra crossing is not recommended, because it would not address the main issue of turning movements at the intersection. The current proposal already includes high-friction surfacing on Great South Road to help improve safety.

What happens next
After carefully reviewing the feedback we received, we are proceeding with the project as proposed.
We expect to have these changes implemented by mid-2027.
We'll be in touch with residents in the affected work areas before construction begins.
About the project
Safety Improvements at the Great South Road and Fort Richard Road intersection
- We are proposing to enhance safety at high‐risk intersections throughout Auckland.
- This project aims to improve safety at the intersection of Great South Road and Fort Richard Road, which has been identified as a high-risk location under Auckland Transport’s High-Risk Intersections Programme due to its poor crash history involving turning movements and currently features a lack of pedestrian crossing facilities. The proposal is expected to significantly reduce the likelihood of crashes at the intersection and enhance the safety for all road users.
- Crash History: Between 2020 and 2024, 14 crashes were recorded, with six resulting in minor injuries. Notably, majority of these crashes involved turning movements into and out of Fort Richard Road. Although no fatal or serious crashes have occurred, the nature of these high-risk crash types and the mix of surrounding land uses, underscores the need for safety enhancements.
What we’re planning to do before June 2027
We are proposing the following safety upgrades at the Great South Road and Fort Richard Road intersection:
- Install traffic signals and create new pedestrian crossings at the intersection.
- Move the existing signalised pedestrian crossing on Great South Road closer to the intersection for better access.
- Shorten the bus stop and extend ‘No Stopping At All Times’ (broken yellow lines) outside No. 507 Great South Road.
- Improve the road surface, signs and road markings where needed.
- No loss of parking.
You can view the proposed layout in the attached plan.

How this will benefit your neighbourhood
These improvements will make the intersection safer and more convenient for everyone, whether you’re driving, cycling or walking.
- Better traffic flow for vehicles to move through the area
- Safer and easier to turn at the intersection
- Safer and more accessible crossing points for people walking
- A clearer and safer road layout for the community
Overall, the project will improve safety for all users, making it easier to use and better connected for everyone living, working, studying or visiting nearby.
