Consultation Outcome

We want to thank the community and residents in the neighbourhood of Sir Edmund Hillary Collegiate and everyone who shared their thoughts and feedback on our proposal to improve road safety and pedestrian crossings facilities near the school.

After carefully considering all the feedback, we are proceeding with the proposal with a minor change. The total number of parking spaces removed has been reduced from eleven to eight.


What happens next

We expect to implement these changes 2026/27 subject to funding availability.

We'll be in touch with residents before any changes take place.

Thank you for your support on the proposal.

With lots of tamariki and pedestrians moving through the area, especially during busy school drop-off and pick-up times, we want to make sure everyone feels safe on our roads.



We understand the importance of on-street parking for residents and visitors.

We have revisited the design to balance safety with community needs.

After the review, we have been able to retain three parking spaces north of the intersection on Alexandra Crescent. This means the total number of parking spaces removed has been reduced from eleven to eight.

We have kept restrictions to the minimum needed to make sure pedestrians, especially children can be clearly seen by approaching vehicles when crossing the road.

Improving crossing visibility


Flashing beacons aren’t suitable for residential areas due to light spill which can affect nearby homes.

However, we will install orange Belisha discs and upgrade the surrounding street lighting to enhance visibility of the crossings during low-light conditions.

We have also proposed broken yellow lines near the crossings to ensure pedestrians, especially children, can be clearly seen by approaching vehicles.



Install raised pedestrian crossings or speed humps to slow speeding vehicles

Raised pedestrian crossings were considered but are not feasible at this location due to stormwater and flooding risks.

Instead, the crossing on Alexander Crescent introduces a central refuge island, narrowed lanes, and high-friction surfacing designed to encourage slower speeds and allow pedestrians to cross in two safer stages.


While we understand these concerns, roads are public assets, so people are free to choose their route, which means we cannot restrict where vehicles travel.


Thank you for sharing your thoughts around school zone safety, traffic flow, and communication with families.

Some suggestions like police enforcement and adjustment to school dismissal times are outside our role, however, we understand how important they are to daily life.

The design here reflects the high number of vulnerable pedestrians in the area, alongside requests from the school to address the safety risks they have identified.

Our focus is on providing safer infrastructure near public amenities and schools, while continuing to work collaboratively with the school and wider community to support safer travel behaviour and deliver long-term safety benefits.

While we are unable to have officers at the school every day, following requests from both the school and community, we will pass on the request to our Parking team for consideration of more routine patrols in the area.

We have heard from Sir Edmund Hillary Collegiate that crossing Franklyne Road and Alexander Crescent can be unsafe, especially during busy school drop-off and pick-up times.

In response, we are proposing a set of pedestrian improvements near the school.

With lots of tamariki and pedestrians moving through the area, we want to make sure everyone feels safe and supported. These upgrades aim to improve safety and accessibility for everyone, whether walking, cycling, or scooting. We also want to ensure our infrastructure and road designs supports the need of our growing community.

We are now seeking your feedback on the proposed changes.

What we are proposing

On Franklyne Road (outside the school):

  • Replace the existing kea crossing outside the school main gate with a new zebra crossing. This will give pedestrians priority at all times of the day of the day, not just during school patrol hours.

On Alexander Crescent (near 25 Alexander Crescent):

  • Upgrade the existing zebra crossing
  • Install a new pedestrian refuge island in the middle of the crossing to improve crossing safety and break up the crossing journey.
  • Apply high friction surfacing on approaches to the crossing to help drives stop in time.
  • Narrow traffic lanes to promote slower vehicle speeds.
  • Enhance line markings, signage, and lighting to further support pedestrian safety.

Parking Changes:

  • Broken yellow lines (no stopping at all times) markings to provide adequate visibility for pedestrians at the crossings. This will remove a total of eleven on-street parking spaces.

At the Franklyne Road and Alexander Crescent intersection:

  • Improved pram crossings for better accessibility.
