Engagement outcome
We want to thank the Papakura community for their engagement on our proposal to install traffic lights and pedestrian crossings at all approaches of the intersection at Cosgrove Road and Clevedon Road.
We have concluded our public engagement.
Next steps
We are proceeding with the project as proposed.
The next stage is Detailed Design. This phase turns approved concepts into clear, build-ready plans. It includes precise drawings, material choices, and construction details—giving contractors everything they need to cost, plan, and build with confidence.
Engagement summary
Public engagement was conducted via letter distribution and social media outreach between Tuesday 6 May 2025 to 8 June 2025.
607 individuals visited the project webpage.
147 submissions were received.
Of those, 134 expressed support for the proposed changes, indicating broad community consensus on the benefits of the upgrade
Locals expressed wide support for the project, particularly its safety features:
Marked improvement in pedestrian safety, especially for school children.
Fewer near misses and collisions anticipated.
Easier right turns for drivers navigating Clevedon Road.
A minority of respondents questioned aspects of the proposal such as potential loss of parking in the area and doubts about the effectiveness of traffic signals to fully resolve the issue. Several community members suggested AT consider a roundabout instead and careful sequencing of signal phases is needed to ensure traffic flow is optimised.

Our plan is to install traffic signals and pedestrian cross walks on all approaches of the intersection.
The changes we’re proposing:
• Install traffic signals at the intersection of Cosgrove Road and Clevedon Road. The new traffic signals will be coordinated with other signals in the area.
• Install new shared paths with cycle ramps at the intersection
• Install signalised pedestrian crossings on all approaches at the intersection
• To accommodate this upgrade, we need to remove 4 on-street parking spaces.
• Reinstatement of existing driveways within the intersection
• New road markings, appropriate signage and streetlighting to support the upgrade
