About the project

In response to requests from business owners, we are proposing parking changes on Fusion Road, Triumph Road and Michael Jones Drive to address the high parking demand and safety concerns.

Fusion Rd, Triumph Rd & Michael Jones Dr - proposal picture

What we are proposing

We are proposing to implement P120 parking restrictions:

  • Along the western side of Michael Jones Drive, from 78B to110 and opposite #91 Michael Jones Drive.
  • Outside #91 Michael Jones Drive.
  • Along the northern and western side of Triumph Road.
  • Along both sides of Fusion Road.

The proposed P120 restrictions would only apply between 8am-6pm Monday-Saturday. A permit scheme would not apply to the proposed restrictions.

We are proposing to paint broken yellow lines:

  • At all corners of the intersection of Michael Jones Drive, Botany Way, and Fusion Road.
  • On the bend outside 12 Fusion Road
  • On the corners of the intersection of Michael Jones Drive and Triumph Road.

Benefits of this proposal

  • Introducing P120 parking time restrictions would make it easier for customers and visitors to find parking.
  • The broken yellow lines are to stop people parking too close to the intersection and on the bend as it makes it difficult for drivers to see clearly.

PROPOSAL OUTCOME

Thank you for your feedback on our proposal to implement P120 parking time restrictions and broken yellow lines on Fusion Road, Triumph Road, and Michael Jones Drive.

We received feedback from businesses, employees, and a representative from the Ormiston Hospital.

Time restrictions proposal

Businesses have asked us to intervene to improve parking availability on Fusion Road, Triumph Road, and Michael Jones Drive. These roads have no time restrictions, and such vehicles are parking all day with no opportunities for others to park. We also recognize that some businesses do not have adequate parking for staff and customers.

The demand for parking has increased over the years, and people told us that construction crew parking has placed further pressure on the parking situation.

Our proposal, aimed at addressing the current demand for parking, offers a promising solution. We can effectively ease this issue in the area by implementing time restrictions. This approach will create parking turnover and provide more opportunities for visitors and customers to park in the area, fostering a more convenient and accessible environment.

Our Parking Team will regularly monitor the area to ensure compliance.

Parking availability/turnover

Like any other resource, parking must be carefully managed to maximise its value, uses, and availability to different users while minimising and mitigating its negative implications and outcomes. This is also mentioned in our Parking Strategy.   Time restrictions will encourage parking turnover and alternative modes of travel.

Increase parking restrictions to 2hours parking

The reason for the proposal is to solve the demand for parking around these prime streets which are close to town centre, businesses, and the hospital. The proposed 2-hour restriction prevents all day parking and make these limited parks cater for more vehicles in a day than the current state – benefiting the wider community.

The operation hours of the restrictions are from 8am to 6pm Monday to Saturday and outside these times vehicles can be parked as long as needed.

Staff Parking

We understand that staff are facing parking challenges within the business precinct. The demand for parking has increased over the years, and it is a common issue in business centres with insufficient or no staff parking. However, it's important to underline that it is the employer's responsibility to provide enough parking to meet their needs and not rely on on-street parking.

We can assist businesses with identifying alternative travel options for their staff. More information on workplace travel planning is available here:

Travelwise for business (at.govt.nz)

AT should provide all-day parking spaces and allocate permits to the businesses, so staff can access the car park safely.

The focus of this proposal is to improve parking turnover. We are not considering allocating business permits as it encourages all-day staff parking, leaving limited parking options for customers.

This contradicts our proposal to improve parking turnover.

Customer parking

Our proposal to introduce time parking restrictions will help create parking turnover and provide more opportunities for visitors and customers to park in the area, fostering a more convenient and accessible environment.

Construction crew parking

Some people raised the issue that construction crews should be parking elsewhere. We acknowledge that construction crew parking on the street and related traffic management arrangements have added to the parking situation; we, however, cannot restrict them from parking on a public road if they do so legally.

Public transport options

Botany Junction is well served by good public transport services along Chapel and Ormiston Roads. However, we understand that public transport might only meet some people's needs. Everyone can choose their preferred means of transport and where to park depending on their perceived benefits or costs.

Unsafe parking, illegal parking

We encourage people to contact AT to report unsafe and illegal parking and any vehicle found parked illegally may be subject to enforcement

Fusion Road customer parking

We met with some Fusion Road businesses concerned that their customers need help finding parking. While most Fusion Road businesses have customer parking available behind their buildings, they supported implementing time restrictions.

Health and Safety

Concern for staff while commuting to/from their car during dark hours of early morning and late evening.

The proposed restrictions start at 8:00 am and end at 6:00 pm Monday to Saturday and outside these times vehicles can be parked as long as needed.   Please bring any pressing concerns regarding safety with your employer.

Is this just revenue-gathering?

No, we need a parking management plan to manage the on-street parking demand and mitigate the increase in all-day parking. AT is introducing time restrictions to govern how long vehicles can be parked in these streets.

Feedback from Ormiston Hospital

Your proposed parking doesn’t appear to take into account the recently installed Ormiston Hospital vehicle crossing on Fusion Road, between Michael Jones Dr and #12 Fusion Road.

It should be No Parking from Michael Jones Drive to #12 Fusion Road and No Parking on the opposite side on Fusion Road from Michael Jones Drive to #13 Fusion Road.

Ormiston Hospital will have increased amount of traffic and articulated vehicles entering the site through the new Fusion Road crossing and the articulated vehicles will need to swing wide to gain entry. The ability of the articulated vehicles to swing wide will be restricted by traffic parked along Fusion Road and it will be safer if the roadway is no parking on both sides of Fusion Road to allow this to happen and it will remove any risk of parked vehicles being damaged.

Another reason to make Fusion Road No Parking from Michael Jones Drive to #13 Fusion Road, is that any traffic approaching Michael Jones Drive, is forced onto the wrong side of the road as they negotiate the corner by any cars parked on the side of the road, so I think it is best that the no parking is extended from Michael Jones Drive to #13 Fusion Road.

We have raised a case for this request as it is outside the scope of this project however, it has been referred to AT’s Traffic Engineering Team to investigate and advise. Should you wish to follow up on this, your case number is CRM:000044636136.

The purpose of this project is improving parking turnover and create parking opportunities for both customers and visitors to the area.
