Engagement Update as of February 2026

We have listened to your local insights and following feedback from local residents and a closer assessment of site conditions, we have relocated the planned crossing island further down Whangaparāoa Road, closer to the church. This new position provides better visibility for people crossing, responds to how people naturally move through the area.

See most updated designs to the right of this page. If you’d like to speak to someone about our updated plans, please email us by 11 March, 2026 at ATEngagement@at.govt.nz.

What's changed

  • Installing new crossing islands outside Manly Methodist Church and 956 Whangaparāoa Road with pram ramps and widened footpath. Crossing islands are a small section of pavement within the median strip, surrounded by concrete. They help people crossing to safely wait for a gap in traffic (while giving way to motorists) before completing their crossing.
  • Upgrading bus stops by shortening the bus stop outside #958 and repainting the bus stop markings outside Manly Methodist Church. This is to make way for the new crossing improvements while ensuring continued access to safe public transport.
  • Installing two new driver feedback signs outside #946 and #2 Walbrook Road with new red SLOW road markings to improve driver awareness and encourage people to slow on approach to the crossing.

All other planned improvements will continue as outlined in the updated design to the right of this page.

These include:

  • Widening the footpaths on both sides of the crossings to give more room to wait to cross.
  • Installing a skid-resistant surfacing outside #960 Whangaparāoa Road, on approach to the crossing island. This aims to reduce speeds and improve vehicle grip especially during wet weather conditions.

About the Project

Thanks to the Hibiscus and Bays Local Board Capital Transport fund, we’ll be installing new crossing improvements along Whangaparaoa Road and at the start of Walbrook Road.

This area is well-used by pedestrians, including those accessing a nearby walkway by the fire station. With increased foot traffic and a growing need for safer crossing options, these changes aim to provide safety for people walking in the area.

Changes we're making by February 2026:

  • Installing new crossing islands outside #964 Whangaparāoa Road and at the intersection to Walbrook Road. The crossing islands are a small section of pavement within the median strip, surrounded by concrete. It helps people crossing to safely wait for a gap in traffic (while giving way to motorists) to finish crossing the road.
  • Installing tactile pavers at all crossing points which are yellow guidance paving markers to help vision impaired people safely cross the road
  • Widening the footpaths on both sides of the crossings to give more room to wait to cross
  • Upgrading bus stops by moving the bus stop outside #958 to outside #956 Whangaparāoa Road and repainting the bus stop markings outside Manly Methodist Church. This is to make way for the new crossing improvements while ensuring continued access to safe public transport.
  • Installing a skid-resistant surfacing outside #960 Whangaparāoa Road, on approach to the crossing island. This aims to reduce speeds and improve vehicle grip especially during wet weather conditions.
  • Installing two new driver feedback signs outside #956 and #951 Whangaparāoa Road and new red SLOW road markings to improve driver awareness and encourage people to slow on approach to the crossing

A larger drawing showing the changes can be found to the right of this page.

Benefits to your community:

  • Encourages drivers to slow down and take extra care when approaching the crossing and improves visibility between motorists and people crossing the road
  • Improves safety for everyone with different accessibility needs and reduces speed in the area.
  • Pram crossings make it safer and more convenient for people pushing prams or strollers to cross roads. It helps ensure those with mobility needs can navigate crossings more easily.
  • New road markings and signs clarify right of way and enhance safety by minimising risk of collisions
  • Walking is good for the environment and good for your health. It helps reduce reliance on cars for local trips, decreasing traffic congestion and reducing our carbon emissions.

What happens next:

  • We will be in touch with residents and businesses before any construction takes place.
  • Any change to the plan will be updated on our website.
