Consultation outcome

We want to thank the community of Walters Rd, Papakura, for their engagement and feedback on our proposal to improve pedestrian safety outside Bruce Pulman Park. We plan to achieve this by installing a refuge crossing at the entrance near Battalion Dr.

After reviewing the feedback we received, we will be proceeding with the following change to the original design to better reflect community input:

  • The new refuge crossing on the west on Battalion Dr will not be proceeding.

Still proceeding:

  • A new pedestrian island at the Pulman Park Trust entrance close to Battalion Drive will go ahead.
  • Line markings and signage changes will go ahead
  • Reallocation and reprioritising of parking spaces within the carpark will go ahead

The proposed pedestrian refuges are located in the wrong position.


The rationale behind these two locations is to improve connectivity to the new shared path inside Bruce Pulman Park while also considering the feedback from Bruce Pulman Park Trust.

The western most pedestrian refuge will create problems for traffic waiting to turn right into Pulman Park entrance gate A.

The proposal has been revised so that no changes will be made to the crossing on the western side, while only the crossing on the eastern side has been retained.

The western most pedestrian refuge should be moved further west by about 100 - 200 metres to the other side of Pulman Park entrance gate A.

The proposed locations are based on pedestrian surveys conducted in front of the park in this area whist also considering connectivity to the shared path and openings in the feature wall inside the car park area.

Walters Road is extremely congested during the school pick up and drop of times of 8 – 9am and 2 – 3pm.


Our investigation included observations during school peak times, which suggested that the turning demand into Pulman Park is not significant. Consequently, the new refuge is not expected to have a significant impact on queue lengths.

The eastern pedestrian refuge should be moved east to align 20 metres west of the exit from the Walters Road eastern carpark at Pulman Park gate A (see yellow arrow on google maps).


The proposed locations are based on pedestrian surveys conducted in front of the park in this area whilst also considering connectivity to the shared path and openings in the feature wall. Moving the eastern pedestrian refuge further east is not ideal, especially it would be further offset from the shared path connection moving away from the desire line. There are alternative entrances that motorists can use during peak hours to make the right turn into Bruce Pulman Park. Additionally, moving this refuge further east will reduce the queuing capacity of the side road east of the refuge crossing.

What happens next

We anticipate these changes will be constructed by next Financial Year.

After reviewing options, we've chosen a location connecting Battalion Drive with the new path on the road's south side. The plan includes building a pedestrian island and relocating the existing crossing closer to the park. This will also help slow down traffic on Walters Road and encourage walking and cycling.


What we are proposing

We are proposing a new pedestrian island on Walters Road adjacent to Battalion Drive in Papakura

The changes in the proposal include:

  • Improves safety and visibility for pedestrians, cyclists and motorists.
  • Help those with mobility needs find their way to crossings easier.
  • Slow motorists to a safer speed.
