About the project

Waikōwhai is growing. Auckland Transport is working together with Kāinga Ora to ensure our local intersections can safely and efficiently accommodate more people in the future.

The roundabout at Richardson Road, Dominion Road and Dominion Road Extension sits within a local centre. The Richardson Road and Hillsborough Road intersection has local shops and businesses nearby.

Dominion and Hillsborough Roads are important for Auckland as they carry frequent bus services, provide motorway access, and connect people to key places. As the neighbourhood grows, these intersections will get busier.

What’s happening?

We’re working on plans to improve two key intersections in the Waikōwhai neighbourhood to support Kāinga Ora’s planned housing development. Over the next 10 years, around 500 additional Kāinga Ora homes are expected in the area along with wider growth.

The intersections we’re looking to improve are:

  • Richardson Road/Dominion Road/Dominion Road Extension roundabout
  • Richardson Road/Hillsborough Road

Our suggested improvements are intended to help keep traffic flowing smoothly and make our roads safer for everyone as the neighbourhood grows.

We are aligning ourselves with the principles of Auckland Council’s Better Value projects. These principles will help make sure Council can consistently deliver projects affordably.


The design journey so far

As part of our design process, earlier in the year, we reached out to stakeholders, partners and local businesses in our community to learn how they use these intersections and what matters most to them.

Richardson Road/Dominion Road roundabout - Some of the things we’ve heard so far include the importance of short stay, convenient parking for local businesses, the lack of a pedestrian crossing on Dominion Road between the bus stop and shops, and evening queues on Richardson Road (by the golf course). We also understand that with growth, more people may want to walk and cycle to the local centre.

Richardson Road/ Hillsborough Road intersection - We’ve also heard that turning from Hillsborough Road into Richardson Road can be challenging (delays for buses and general traffic) and there’s no crossing on Hillsborough Road for people walking or cycling.

We’ve designed some early concept options to reflect what we have heard so far - each offering different benefits and trade-offs.


Richardson Road/Dominion Road roundabout

At this roundabout get busier, our aim is to:

  • Improve how well the roundabout works, so public transport and general traffic can move reliably and safely.
  • Make it safer and easier for people to walk and cycle.
  • Enhance accessibility and facilities for bus users.


The three options:

Option 1: New signalised pedestrian crossing on Dominion Road

What we’re proposing:

  • A new signalised pedestrian crossing on Dominion Road outside Boon B Toh Barristers & Solicitors and Younus Halal Meat & Spices. This will be a pushbutton crossing – pedestrians will activate the lights and cross when the walk symbol shows.
  • Installing the missing tactile paving on the three existing zebra crossings.

The key benefits are:

  • A safe crossing point and improved access between the shops and the bus stop.
  • Likely to be the least disruptive to build.
  • It may help with evening queuing on Richardson Road when the pedestrian crossing is activated it’ll provide gaps for Richardson Road traffic to enter the roundabout.

Parking

The trade-off is the removal of four to five of the 17 short stay (30minute) parking spaces outside the shops. The town centre has 60 marked parking spaces in total. To help with the loss of these car parking spaces, we can look at introducing 30minute time limits for the five currently unrestricted spaces around the corner outside The Charity Corner, so they’re available for short visits.

Opportunity

The building of the crossing and adjacent footpath upgrade will create a new footpath space outside local shops and businesses. What would you like to see here? eg. seating, art work. Let us know here

Option 2: New zebra crossing on Dominion Road and roundabout metering to balance traffic flow

What we’re proposing:

  • A new zebra crossing on Dominion Road outside Narm Thong Restaurant.
  • Roundabout metering: In the evening peak only, a red traffic signal will briefly hold Dominion Road vehicles, to create a gap for Richardson Road vehicles to safely enter the roundabout. Find out more about roundabout metering here
  • Installing the missing tactile paving on the remaining zebra crossings

We will run a roundabout metering trial (with simple stop-go sign control) to see how it works before deciding whether this is an option for further consideration.

The key benefits are:

  • A safe crossing point and improved access between the shops and the bus stop.
  • We expect the metering will shorten the evening queues on Richardson Road.

Similar to Option 1, the trade-off is the removal of five of the 17 short stay (30minute) parking spaces outside the shops. The town centre has 60 marked parking spaces in total. Dominion Road will reduce to one lane before the zebra crossing for safety reasons – this may result in some queuing. We will find out when we do the roundabout metering trial.

Upgrading the Richardson Road zebra crossing

To improve safety, we can also upgrade the zebra crossing on Richardson Road outside The Charity Corner. However, the trade-off would be removing five more parking spaces – a total of ten parking spaces for Option 2. Take a look at the drawings here to see what this would look like.

Option 3: Cycling improvements, a safer crossing on Richardson Road, new zebra crossing on Dominion Road and roundabout metering.

This design builds on Option 2 by adding cycling improvements and a safer zebra crossing on Richardson Road.

What we’re proposing:

  • Four new combined cycle and pedestrian crossings on all roundabout arms.
  • A cycle lane on Dominion Road between the shopfront footpath and the parking bays, which are shifted out to make space for the cycle lane.
  • Short cycle lead in lanes on the other roundabout arms, connecting to new cycle ramps.
  • A relocated and safer crossing on Richardson Road outside The Charity Corner.
  • A new zebra crossing on Dominion Road outside Bake & Beans Café (Option 2)
  • Roundabout metering (Option 2)

In addition to Option 2 benefits (safe crossing point and expectation that the metering will shorten the evening queues on Richardson Road). The key benefits are:

  • A safer crossing on Richardson Road – moved away from the roundabout.
  • Dedicated access and priority for cyclists around the whole roundabout.

This option is likely to be the most disruptive to build.

Parking

We would need to remove 12 car parking spaces for this option and it has the greatest parking impact - about eight more parking spaces need to be removed compared to Options 1 & 2.

To help with the loss of parking in this option we can look at introducing 30minute time limits for the five parking spaces outside the Public Toilet so they’re available for short visits. We can also look at shortening the time limits on some parking spaces behind the shops (currently 180 minutes) - so they’re available for short visits.

All options

Bus Lane or Transit (T2/3) lane

We’re considering a bus only or a transit lane on Richardson Road between the roundabout and Nash Road. Transit lanes (T2/T3) are reserved for buses and vehicles with two or more or three or more people. The bus or transit lane would operate for a few hours in the peak afternoon and evening to help buses and cars carrying more people reach the roundabout more quickly. We expect bus and car passengers using these lanes may save up to one minute travel time. On street parking on Richardson Road would still be available when these lanes aren’t operating.

Making Bus Journeys Easier

We propose to:

  • Move the bus stop outside 568–570 Richardson Road (west) closer to the roundabout to reduce the walking distance for transfers between bus stops.
  • Provide two new bus shelters - at the bus stops on Richardson Road (west) and Dominion Road (north) to offer weather protection and seating.

Richardson Road/Hillsborough Road intersection

At this intersection we want to:

  • Improve how well the intersection works, so public transport and general traffic can move reliably and safely.
  • Make it safer and easier for people to walk and cycle

The design

So far, we have found one feasible design at this intersection to achieve our objectives. We considered a roundabout and other options, but sightline and gradient issues — plus possible impacts on local services and properties — mean they wouldn’t work well here.

What we’re proposing:

  • New signalised intersection at Hillsborough Road and Richardson Road.
  • New pedestrian crossings over the entrance to Richardson Road and across Hillsborough Road (just south of the intersection with Richardson Road). The Hillsborough Road crossing will be a pushbutton crossing and only be activated if a pedestrian is waiting to use.
  • Kerb build out at the entrance to Alex Boyd Link and pedestrian refuge (waiting space) to make crossing safer and reducing the speed of turning vehicles.
  • Advanced cycle boxes for cyclists to wait safely at the front of waiting traffic.

This design keeps the free left-turn from Richardson Road into Hillsborough Road - and retains the current left-turn only from Richardson Road into Hillsborough Road, with Alex Boyd Link providing the right-turn on to Hillsborough Road.

The key benefits are:

  • Safer and easier to turn right into Richardson Road from Hillsborough Road.
  • Safer pedestrian crossing points across Richardson Road and Hillsborough Road
