Consultation Outcome

We thank respondents for their engagement and feedback on our proposal to improve parking on Victoria Avenue, Remuera. We plan to achieve this by converting the existing taxi stand between 7 and 11 Victoria Avenue into two general parking spaces with P120 parking time restrictions, from Monday to Sunday, 8am and 6pm.

After reviewing the feedback we received, we will be proceeding as proposed.


What happens next

We anticipate these changes will be installed by May 2026.

We received 11 submissions in total:

  • Five through the online survey
  • Six via email.


Summary of the feedback:

  • Seven respondents indicated that the proposed changes would benefit the community. Of these, four also provided suggestions to improve the proposal.
  • Three respondents said that the proposal would not benefit the community.
  • One respondent indicated that the proposal would have no impact.


Most supportive feedback noted that the proposal would increase parking availability for the wider community, helping to offset the loss of parking spaces following the closure of the upper level of the Clonbern Road car park.

Local businesses also highlighted that limited parking is a concern for customers, and that additional general parking would make it easier for people to visit shops in the area.

Concerns

Concern that the proposed P120 time restriction is too long.

AT Response: Thank you for sharing your feedback regarding the proposed parking time limit and your view that the suggested duration is too long.

The proposed P120 time limit is intended to allow users to have sufficient time to visit the shops on Remuera Road or do their visit to a nearby resident property.

For those who require a shorter time restriction, P60 time limit spaces are available on the opposite side of the proposal location and can be used by anyone needing a shorter stay.



Unnecessary changes

  • Concern about reduced car accessibility as housing density increases while AT continues to reduce car parking and vehicle access. This change would also affect seniors, many of whom rely on taxis especially given the already limited taxi rank availability in Remuera. Taxi services are still needed in the area, so the taxi stand should not be removed.
  • The existing taxi rank is in an ideal and practical location, offering safe and convenient access for taxis and passengers. The proposed changes would reduce accessibility and create unnecessary inconvenience.

To do our best to understand the need for this taxi stand, we engaged with the local taxi association/ small passenger service vehicle association twice already to check for any feedback. They confirmed that they were comfortable with the conversion of these spaces into general parking and advised that it was acceptable for the space to be repurposed for community use.

Across the region, we have seen changes in how taxi stands are used. This reflects the increased use of ride‑share services such as Uber, which allow passengers to be picked up directly from their location.

Our intention is to reallocate underutilised spaces for the benefit of the wider community. The proposed change will not restrict any vehicle type, as the general parking spaces can still be used by taxis and other vehicles.

We understand that this rank may still be used by limited users, however majority of the feedback received is supportive of the proposed changes.

Therefore, we would be proceeding with the changes.



Suggestions to improve the project


Suggest a P60 time restriction for the proposed area

AT Response: Thank you for sharing your feedback and suggesting a P60 time limit.

While a 60‑minute parking limit would improve turnover, it may not provide enough time for people visiting shops on Remuera Road or nearby homes.

For shorter visits, 60‑minute parking is already available on the opposite side of the proposed location and can be used by anyone who needs a shorter stay.



Suggest a P180 time restriction so the customers have enough time to eat and then go shopping.

AT Response: Thank you for sharing your feedback and suggesting a P180 time limit.

A 180‑minute (3‑hour) parking limit is unlikely to create enough turnover at this location, meaning fewer people would be able to use the space.

The intention is to set a time limit that allows more people to use the parking while still providing enough time to complete their visit.

Reinstate 2nd level at Clonbern carpark

AT Response: Thank you for your feedback.

We are unable to comment on the reinstatement of the second level of the Clonbern Road car park, as it is outside the scope of this proposal. However, we do appreciate you taking the time to share your feedback.

Alternative option if changes proceed: The existing taxi markings accommodate two vehicles – could be reduced to one vehicle rather than removing the taxi stand entirely.

AT Response: While reducing the existing taxi stand to one space was considered, feedback received from the taxi association confirmed that they were comfortable with the conversion of these spaces to general parking and advised that it was acceptable for the space to be repurposed for community use.

Moreover, the proposed reallocation to general parking will be beneficial for the wider community as these general spaces can be used by anyone including the taxis.
