St Georges Bay Road, Parnell - Pedestrian Safety Improvements
Project update (November 2024)
In September 2024 we invited community feedback on our proposal to improve pedestrian safety:
- By installing a raised platform at the intersection of St Georges Bay Road, Cleveland Road and; Garfield Street with a zebra crossing over the southbound approach and;
- Building a second raised platform with a zebra crossing outside 114 St Georges Bay Road between Kenwyn and Faraday Streets.
We are writing to let you know about of a new start time for construction.
Construction is now planned for early 2026.
We had anticipated starting in 2025, however in cooperation with Watercare and the NZ Transport Agency working in Parnell, we have decided to work around their essential works programmes.
NZ Transport Agency - The Strand Optimisation
Their project’s construction timeline has not yet been published, but we understand it to be starting in early January and will last at least six months. Disruptions should become less impactful after Februrary.
Watercare - Judges Bay Wastewater Repairs
Their project in addition to Judges Bay Road itself is adding manholes along Cleveland Road including one on St George’s Bay Road right where our project is installing our raised table. Watercare’s project will be coordinating with the The Strand optimisation project to minimise disruption.
Watercare’s sinkhole repairs on St George’s Bay Rd will also be continuing as well.
One advantage of following after is that the road resurfacing included with our project will be much less likely to be damaged by ongoing or future work, leaving it looking newer and cleaner for longer.

We want to thank the community of St Georges Bay Road, Parnell, for their active engagement and feedback on our proposal to improve pedestrian safety:
by installing a raised platform at the intersection of St Georges Bay Road, Cleveland Road and; Garfield Street with a zebra crossing over the southbound approach and;
building a second raised platform with a zebra crossing outside 114 St Georges Bay Road between Kenwyn and Faraday Streets.
After careful consideration of the feedback, we received, we have decided to proceed with the following minor change:
- We will collaborate with the local business community to add some additional bicycle parking spaces in the locations where space allows, and demand is greatest.
What happens next
We anticipate implementing these changes in 2025. Works may begin as early as the first quarter, with all elements likely to be completed before the summer.
We will be in touch with residents and businesses prior the construction start date.

About the project
We’re working hard to keep everyone safe, whether they walk, cycle or drive. Alongside the Parnell Business Association, we are proposing some pedestrian safety improvements on St Georges Bay Road.
We’ve updated our 2019 construction plans, which faced pandemic-related challenges. We’re now carrying out the project with changes to address local concerns and have added a second crossing facility.
After the Auckland Anniversary Weekend and Cyclone Gabrielle floods, stormwater became our major concern. While this small road safety project will be unable to solve the area’s deeper flooding issues, our stormwater analysis ensures the changes we make will not worsen the situation and may even provide some improvements during more frequent heavy rainfall events.

- Install a raised platform at the intersection of St Georges Bay Road, Cleveland Road and Garfield Street with a zebra crossing over the southbound approach. The platform is a flat, wide-speed bump on each approach to the intersection. This will help reduce drivers’ speeds before they reach the intersection and new zebra crossing.
- At this same intersection, swap the positions of the ride share and mobility parking spaces and shift them just a few metres away from the southbound approach to provide a kerb ramp for wheelchair access.
- Build a second raised platform with a zebra crossing outside 114 St Georges Bay Road between Kenwyn and Faraday streets.
- At both new crossings, extend out the kerbs on each side of the raised platforms to make it safer for pedestrians by reducing the distance needed to cross the road.
- Install additional extra-large covered drains to better control stormwater flowing over the kerb on the raised platforms.
- Rebuild the footpaths and install tactile pavers at the crossing points to help people, including those with disabilities, find their way to crossings and safely cross the road.
- Relocate the loading zone from 117-125 St Georges Bay Road to 114 St Georges Bay Road. This ensures we can locate the crossing and loading zone most suitable for local business access and safe crossing. Unfortunately, this will lead to the loss of five roadside paid parking spaces, and one tree outside 114, leaving the way unobstructed for pedestrians to cross.
- To support these changes, install new road markings, signage and broken yellow lines. This includes upgrading some of the side roads to be ‘STOP’ controlled intersections, further improving pedestrian and driver safety.
Benefits and impacts
We were able to increase the project’s scope because we’re also upgrading the footpath, kerb, channel, and resurfacing the road as part of our maintenance program. This allows us to make changes more cost-effectively and with minimal long-term disruption.
The changes would:
- Provide safer crossing points for pedestrians.
- Create a safer speed “zone” on approach to and between the two raised platforms, reducing motorists’ speeds and making it safer for all road users.
- Make it more comfortable for everyone, including people with prams and wheelchairs, to cross the road. Where zebra crossings are provided. The lighting is also improved to ensure pedestrians are clearly visible to approaching vehicles.
- Ensure those parking in the Kenwyn, Watt, and Faraday loop can access the nearby shops and businesses across St George’s Bay Road safely.
- The maintenance improvements will create smoother footpaths and cleaner tree pit areas along St Georges Bay Road around the Kenwyn Street, Watt Street, and Faraday Street loop, making it more comfortable and safer to walk.
