Scott Point is currently only connected to the rest of Hobsonville by Scott Road.

This provides limited access at times when there may be road works on Scott Road. Access issues will be resolved in the future when the two ends of Joshua Carder Drive are connected as a part of a future private development. The timing of this connection will be determined by the developer.

Ongoing concerns raised by the community have highlighted issues with limited access, congestion, safety and overall network resilience, particularly with reliance on Scott Road as the key route. The Upper Harbour Local Board have strongly advocated for a solution to provide additional access in the interim.

AT has led engagement with Auckland Council Community Facilities and Land & Property Advisory (Property Services) teams to obtain the necessary approvals to construct a temporary road connecting Squadron Drive to Joshua Carder Drive, in response to ongoing community concerns and the need to improve network access and resilience.

The temporary road will follow a route of an old driveway and will be built on land that is partly within the road corridor and land that is partly managed by Auckland Council Parks.

Designs are being finalised and we plan to construct a temporary road in June 2026. After a legal resolution process for the traffic controls, we expect the temporary road will be open for public access by the end of June.

Restrictions of use on the Temporary Road

Due to the temporary nature of the construction and for safety reasons there will be limits applied to this connection:

  • 30k/h speed limit at all times

  • There will be no parking allowed on the temporary road broken yellow lines (BYLs) will be installed and are enforceable

  • Light vehicles only, - heavy vehicles, including trucks, are not permitted due to weight restrictions on the route

  • Pedestrian and cycle access must remain through the pathway provided through the park.

We ask the community to respect the above restrictions in order to keep this temporary connection open.

The temporary road will be removed once the Joshua Carder Drive connection is formed by the developer.


Timeframe for works

  • Some initial ground investigation has been undertaken to finalise the plans

  • Construction of the temporary road will begin on Wednesday 10 June 2026

  • Works will take 1-2 weeks to complete - weather dependent

  • Signage will be installed to advise of restrictions

  • Legal resolution of road markings will be confirmed before the road is marked and open to traffic

If there is any significant delay or change to the programme of works, we will update this page.


How works will impact the community

  • Work will take place between 7am and 7pm

  • There will be no impact on residents’ current access

  • There will be some noise and low levels of vibration near to the worksite

  • For safety reasons please do not enter the worksite

The following works are close to delivery; we are working with Ryman Healthcare to deliver these items after the temporary road is completed:

Scott Road and Clark Road

  • Scott Road Pavement rehabilitation (repairing the road surface)

  • Scott Road Shared path construction (outside the church), kerb and channel upgrades

  • Clark Road shared path construction alongside the Ryman Retirement Village

These works will be delivered following the opening of the temporary road and Pipeworks Drive to ensure alternative routes are available while works are undertaken on Scott Road.

This coordinated approach supports safer delivery of works, reduces reliance on Scott Road during construction, and helps minimise disruption to the community.

When work timeframes are confirmed for these other works, we will update the community.
