Construction Update (31 March 2025)

We will begin the construction for this project on 8 April 2025.

Construction will take approximately 4 weeks.

Please make sure to plan ahead and follow the 24hr traffic management.

Works will be mainly carried out in the day, but we may need to work at night for safety purposes.

We'll update this page if there are changes to the dates due to bad weather.

Schedule of works:

  • Dates: 8 April 2025 to 8 May 2025
  • Two shifts: 7am to 5pm; 8pm to 5am - Monday to Sunday

Community Impact

  • Rosebank Road will remain open to traffic
  • Eastdale Reserve bus stop 8549 will be temporarily closed; temporary bus stop will be arranged near Rosebank School staff entrance
  • Orchard Street can be accessed through Avondale Road and Oregon Avenue; detour map below:

About the project

We are making safety improvements along Rosebank Road near Orchard Street in Avondale.

This is in response to a request from Rosebank Road School to provide a safer place for students to cross the road.

The project is supported by the Whau Local Board through their Transport Capital Fund Programme. We will deliver these changes on behalf of your local board.

The changes we're making

  • Installing a traffic light-controlled crossing outside Rosebank Road School, near Rosebank Road and Orchard Street intersection to give priority to those who cross the road, whether on foot or bikes. The crossing will be painted red to make it more visible for approaching motorists.
  • Installing a skid-resistant surfacing in the east side of Rosebank Road, on approach to the crossing. This aims to reduce speeds to minimise the risk of accidents. It also improves vehicle grip especially during wet weather conditions.
  • Installing yellow tactile pavers at the crossing point to help vision impaired people find their way to crossings and safely cross the road.   
  • Installing new pram crossings at the intersection of Orchard Street and Rosebank Road
  • Widening the footpath on either side of the crossing and on both corners of Orchard Street to give more room for people to safely wait to cross.
  • Painting no stopping at all times (broken yellow lines) on all approaches to the crossing, extending to the bend of Orchard Street.  We will need to clear access and re-allocate road space by removing eight on-street parking.
  • Installing new signs and painting new road markings so motorists know they are approaching a traffic-light controlled crossing

Benefits to your community

  • The traffic light-controlled crossing gives more priority to people crossing this busy road safely as traffic must stop
  • Improves safety by clarifying right of way, minimising risk of collisions and ensures compliance with traffic regulations
  • Crossing is more visible to motorists and slows drivers to a safer speed
  • There would be low impact on traffic flow as the crossing is only activated when someone pushes the button

We will install these changes in March 2025.
