Consultation Outcome
We would like to thank the Kenmure Avenue community for their input during the consultation period for our proposal to improve vehicle access in the area.
After reviewing all the feedback we received, we are proceeding with the changes as proposed.
What happens next
- We will install these changes in March or April 2025.
- It will take one day to paint the broken yellow lines in good weather conditions.
- Any change to the plan will be updated on this page.

We received some feedback from the community and none that would negatively impact the proposal.

- “You are correct that the end of the street where we all turn around definitely should be no parking.”
- “It would provide safety for all vehicles trying to turn and improve visibility for drivers and pedestrians - there are many school children using this end of the street to access the walkway to the bus stop.”
- “The proposed yellow broken lines will improve traffic flow and safety, particularly around blind corners, and bottle neck sections of Kenmure Avenue cul-de-sac.”
- “Easy for rubbish trucks.”

Access and Visibility
- Improves visibility for drivers and people on foot
- Allows easy access for all vehicles including rubbish and other utility service trucks
- Access issue will move to the other end of the road as residents search for other places to park
- Suggestion to paint BYLs outside 20 Kenmure as it is a dangerous corner
AT’s Response
Based on the assessment done by our Transport Engineer, we cannot justify painting broken yellow lines around the bend (outside #20 Kenmure Avenue). Our records show this section of road as being relatively safe with no reported crash in the last 5 years.
Kenmure Avenue is a local residential cul-de-sac street, a non- bus route with low traffic volumes. Low volume roads mean there will be less traffic travelling through and likelihood of access issues from parked vehicles in this area means this will naturally slow motorists down.
Parking
- Creates parking issues for residents due to loss of parking spaces
- Suggestion to paint BYLs only on one side of the road to allow access and parking too
AT’s Response
We are not responsible for providing private parking, it is each resident’s responsibility to ensure their property has enough space to meet their parking needs. The majority, if not all of the properties on this road, have off street parking available. Any remaining on street parking nearby is available on a first come, first served basis.
Extent of installation of broken yellow lines
- Suggestion to not paint BYLs on the cul-de-sac
- Suggestion to paint BYLs between property #28 to #40 and #53 to #63
- Suggestion to extend BYLs to #49 Kenmure
- Suggestion to paint BYLs from #30 to #40 and #59 to #61 and not the cul-de-sac
- Suggestion to paint BYLs from #59 to #63 Kenmure Avenue and around the cul-de-sac to leave more car spaces for residents
- Suggestion to paint BYLs on the narrower section of the road and not paint BYLs on #30, #40 to #42 Kenmure Avenue
AT’s Response
We thank you for your suggestions. We have assessed them but the proposed area is sufficient to improve access.
The primary use of the area is for access and as a turning circle – parked vehicles can block access for larger vehicles and cause hazards to safety.
About the project
In response to requests from the local community, we are improving vehicle access along Kenmure Avenue in Forrest Hill.
This is a narrow cul-de-sac and having cars parked on both sides of the road presents access issues for residents, emergency services and large vehicles like rubbish trucks. Changes are needed to make sure driveways are kept clear and there is ease of access for everyone to get in and out of their homes and the street safely.
What we proposed
- Paint no stopping at all times (broken yellow lines) from outside #28 to #59 Kenmure Avenue.
- To ensure clear access to this section of the road, we will need to re-allocate road space and remove approximately 14 parking spaces.
Benefits and impacts
- Clears and ensures ease of access for all residents, emergency services and large vehicles such as rubbish trucks into and out of Kenmure Avenue.
- Improves visibility for drivers to see oncoming vehicles as well as people walking, cycling and crossing the road. This makes it safer particularly for tamariki (children), who can be hard to see when there are lots of cars parked on the road.
- Improves safety by preventing parked vehicles from obstructing their view coming out of driveways and access to homes along the road during emergency situations.
Please remember to park courteously and avoid blocking driveways. Vehicles parked illegally may receive infringement notices or be towed away.
