About the project

We’re dedicated to making our public transport network better for our West Auckland communities.  Our focus is on Rosebank Road, between Great North Road and Blockhouse Bay Road. This stretch is essential for connecting you to your workplace, local shops, and favourite spots.

Rosebank Road is at the heart of Avondale Town Centre, an area rapidly evolving with new commercial and residential developments. To keep up with the fast-paced growth and limited road space, we need to ensure our roads can move more people throughout the day. Our approach to making the best use of our roads is guided by the Auckland Network Operating plan.

This important route links two main roads and handles up to 18 buses per hour, currently serving around 1,320 passengers daily who already catch the bus. Key bus services like 22N, 22R, 191, 67A and 67B depend on this road, making it essential for our community’s travel needs.

Currently, this key route to Avondale Town Centre faces several issues:

  • Difficulty for buses accessing bus stops at all times because of adjacent on-street parking.

  • Unreliable travel times and delays of up to 3 minutes during peak hours due to congestion near the Great North Road and Blockhouse Bay Road intersections.

  • Pedestrian safety concerns, especially for those with mobility issues due to inadequate detectable warning plates known as tactile pavers, pram crossings, and poor visibility caused by parked cars.

Project plan

We are planning to implement bus lanes in each direction on Rosebank Road (between Great North Road and Blockhouse Bay Road) to help manage congestion, improve safety and bus service reliability. The bus lanes will operate Monday to Friday during peak times: 7am – 10am and 3pm – 7pm in both directions.

By making these changes, we aim to encourage more people to take public transport, reduce congestion, and make our roads safer for everyone.

Our plans to improve your experience on buses

41- 9 Rosebank Road, including Roberton Road corner kerb

We are planning to:

  • Install a 105m eastbound bus lane between Layard St and Blockhouse Bay Road ensuring a clear and safe access for the bus to pick up passengers from bus stop #8537 outside number 11 Rosebank Road.

  • Upgrade the footpath at 25 Rosebank Road and 11-19 Rosebank Road, widening it by up to 0.5m to protect kerbside infrastructure, including verandas and power poles.

  • Improve pram crossings across Roberton Road for safer and easier use by people with prams and mobility needs and install detectable warning plates known as tactile pavers to help people find and cross the road safely.

  • Introduction of the side-islands outside #16742 and between 28-32 Rosebank Road.

39 Rosebank Road and Layard Lofts

We are planning to:

  • Improve pram crossings for safer and easier use by people with prams and mobility needs, and detectable warning plates known as tactile pavers to help people find and cross the road safely.

40-60 Rosebank Road

  • Install a 160m bus lane on the westbound lane between Layard St and Great North Road ensuring a clear and safe access for buses picking up passengers at bus stop #1456 outside 52 Rosebank Road.

  • Widen the footpath between 44-60 Rosebank Road to ensure there’s enough room for pedestrians to walk safely and protect roadside infrastructure like power poles, verandas etc.

58-62 Rosebank Road

We are planning to:

  • Widen the footpath to ensure there’s enough room for pedestrians to walk safely and protect roadside infrastructure like power poles, verandas etc.

Bus stops #1441, #8536, #8539, #8534

We will be upgrading these bus stops by installing broken yellow lines to support buses entering and exiting the stop safely and making them more fit for purpose.

  • Upgrade bus stop #1441 opposite number 74-82 Rosebank Road – two parking spaces removed

  • Upgrade bus stop #8536 outside number 72 Rosebank Road – no parking removal

  • Upgrade bus stop #8539 outside number 49-55 Rosebank Road – two spaces removed

  • Upgrade bus stop #8534 by the corner of Blockhouse Bay Road and the train line – no parking removed

Benefits of these improvements

Currently, this road can carry up to 20,000 people per hour during peak times. With the new bus lanes, it will be able to move more people every hour.

Pedestrians will have safer travel and better access to bus stops, especially those with mobility needs. We will install new detectable warning plates called tactile pavers, improve pram crossings, widen footpaths in some areas, and remove parking to make it easier for drivers and pedestrians to see each other.

Buses will be able to enter and exit bus stops safely without having to go around parked cars, making the ride smoother for passengers. The new bus lanes near busy intersections will reduce delays for bus travellers. No matter the daily traffic, bus services will be more reliable for everyone.

What we want your feedback on

While the plans are quite detailed, we genuinely want to hear from you with your local knowledge to ensure we deliver something that will support seamless and safe travel choices in your community. For more information on this project, refer to FAQ's.

We want to understand your experience on public transport in your community and how this project could make your journeys easier and encourage you and your whanau to take public transport.

You can influence the following key elements in our plans that will help shape the final outcome:

  • Additional safety improvements on Rosebank Road like lighting, footpath upgrades, wayfinding signage

  • Other places in your neighbourhood that could benefit from special vehicle lanes (bus, transit or heavy vehicle lanes)
