Improving public transport and safety on Rosebank Road
About the project
We’re dedicated to making our public transport network better for our West Auckland communities. Our focus is on Rosebank Road, between Great North Road and Blockhouse Bay Road. This stretch is essential for connecting you to your workplace, local shops, and favourite spots.
Rosebank Road is at the heart of Avondale Town Centre, an area rapidly evolving with new commercial and residential developments. To keep up with the fast-paced growth and limited road space, we need to ensure our roads can move more people throughout the day. Our approach to making the best use of our roads is guided by the Auckland Network Operating plan.
This important route links two main roads and handles up to 18 buses per hour, currently serving around 1,320 passengers daily who already catch the bus. Key bus services like 22N, 22R, 191, 67A and 67B depend on this road, making it essential for our community’s travel needs.
Currently, this key route to Avondale Town Centre faces several issues:
Difficulty for buses accessing bus stops at all times because of adjacent on-street parking.
Unreliable travel times and delays of up to 3 minutes during peak hours due to congestion near the Great North Road and Blockhouse Bay Road intersections.
Pedestrian safety concerns, especially for those with mobility issues due to inadequate detectable warning plates known as tactile pavers, pram crossings, and poor visibility caused by parked cars.
Consultation outcome
In March 2025, we asked the community for feedback on our proposal.
We received around 54 online submissions, 5 emails and 18 paper submissions from Avondale residents, bus drivers & users, and local businesses. Following overall support for safety upgrades and improved bus reliability, and after endorsement by the Whau Local Board, we are moving forward with the following changes:
- New peak-time bus lanes in both directions (7–10am and 3–7pm), supporting key routes (22N, 22R, 191, 67A, 67B).
- Upgrade the pedestrian refuge island near Layard Street to a formal signalised crossing (subject to feasibility).
- Amalgamate bus stops around Layard Street into a single, better-positioned pair to improve bus-train connections and reduce parking impacts (subject to feasibility).
- Convert four unrestricted parking spaces to P30 on Roberton Road to support quick visits to nearby businesses.
- Convert the under-utilised taxi stand near 1971 Great North Road to general parking, providing a modest offset to town-centre parking changes.
- Extend the eastbound clearway start time to 3pm between Avondale Community Centre and Great North Road, to ease afternoon congestion.
- Install new broken yellow lines (BYLs) at bus stops and intersections for safer sightlines and bus operations.
- Renew and upgrade sections of footpath in the town centre to improve safety and accessibility.
We are still finalising the project details and will update this page with any additions or amendments.
We plan to deliver these changes in coordination with other maintenance works, to minimise disruption for local residents and road users.

We also received a number of suggestions for wider improvements in Avondale, including additional special vehicle lanes and parking solutions. These ideas have been passed on to the relevant Auckland Transport teams to consider for future projects.
Benefits of these improvements
Currently, this road can carry up to 20,000 people per hour during peak times. With the new bus lanes, it will be able to move more people every hour.
Pedestrians will have safer travel and better access to bus stops, especially those with mobility needs. We will install new detectable warning plates called tactile pavers, improve pram crossings, widen footpaths in some areas, and remove parking to make it easier for drivers and pedestrians to see each other.
Buses will be able to enter and exit bus stops safely without having to go around parked cars, making the ride smoother for passengers. The new bus lanes near busy intersections will reduce delays for bus travellers. No matter the daily traffic, bus services will be more reliable for everyone.
