Improving crossing safety on Phelps Place in Glendene.


We’re responding to requests from the community to improve pedestrian connectivity and safety near the intersection of Phelps Place and Hepburn Road in Glendene.


Phelps Place and Hepburn Road are a busy thoroughfare for the community to access the local shops. Installing a new pedestrian crossing will significantly improve safety for the community.


The changes we’ll be making in August 2026


  • Install a new zebra crossing and side island on the corner of Phelps Places and Hepburn Road. The zebra crossing prioritises people crossing and makes it safer to cross, as drivers must stop and wait for them. The side islands are a small section of pavement within the median strip, surrounded by concrete. It helps people crossing to safely wait to check motorists are giving way before continuing to cross the road.
  • Extend the footpath around the new zebra crossing to provide more room and a safe area to wait before crossing the road.
  • Install new refuge crossing outside #75 Hepburn Road, making it safer and more convenient for people pushing prams or strollers and ensures those with mobility needs can navigate crossings more easily.
  • Install new streetlights for better visibility at night.
  • Install a high-friction road surface to improve skid resistance near the crossing.
  • New SLOW road markings to alert motorists that they are approaching a crossing and to reduce their speed.
  • Painting no stopping (broken yellow lines) around the corner of Phelps Place and Hepburn Road. This gives better visibility and ensures motorists have a safe view when nearing the crossing.
  • Remove four parking spaces to provide visibility and safety around the corner of Phelps Place and Hepburn Road.

  • New road markings and signs clarify right of way, improve safety by minimising risk of collisions.
  • Walking is good for the environment and good for your health. It helps reduce reliance on cars for local trips, decreasing traffic congestion and reducing our carbon emissions.

What happens next

  • Any change to the plan will be updated on our website.
  • Remember to park courteously and avoid blocking driveways. Vehicles parked illegally may receive infringement notices or be towed away.
