East Coast Road and Spencer Road intersection safety improvements
We are improving the East Coast Road and Spencer Road intersection to make it safer and easier for everyone to use. This includes installing traffic lights, a new footpath, relocating bus stops and shelters, adding broken yellow lines near the intersection, and introducing new school bus stop routes.
What we are doing
Proposed improvements are set below, and include to:
- Signalise the East Coast Road and Spencer Road intersection to make it safer and easier for vehicles and pedestrians to cross.
- Build a new footpath between 720 and 756 East Coast Road, to make it safer for pedestrians. Where the footpath also crosses a driveway, we will also reinstate the property access at our cost.
- Relocate bus stops and shelters: Relocate bus stop and shelter #3151 from outside 655 East Coast Road to outside 671/673 East Coast Road and relocate bus stop and shelter #3170 from outside 780 East Coast Road to outside 792 East Coast Road to bring these bus stops closer together and to provide a safe place for pedestrians to cross.
- Install No Stopping at All Times lines (Broken Yellow Lines) around the intersections and bus stops to improve visibility and safety. This means cars will not be able to park in these locations.
- Slightly move the existing bus stop and shelter #3146 outside 730 East Coast Road to align with the new footpath.
- Install new school bus stops outside 7 and 12 Spencer Road to give students a safer place to wait for the bus.

Why are we doing this
The intersection of East Coast Road and Spencer Road in Pinehill, Albany is a busy arterial route, carrying more than 20,000 vehicles daily. This area is highly used by pedestrians, including school children and residents, due to its proximity to schools, a local church, and a large residential neighbourhood. Over the past five years (2021–2026), there have been four reported accidents within 50 meters of the intersection, three resulting in minor injuries - primarily due to drivers failing to stop.
Growing communities mean a busier intersection. So, we’re working to make travelling through this intersection safer and better for everyone.
What we want your feedback on
We would like to hear about your usage of the intersection at Spencer Road and East Coast Road, any access or safety concerns with aspects of our design, and anything we may have missed about this design or your community.
We would also like to hear if there are any other locations where you would like to have no stopping at all times line (broken yellow lines).
