Improving crossing safety on Deep Creek Road in Torbay.
We’re responding to safety concerns raised by the community about the lack of crossing facilities outside Torbay Kindergarten. Deep Creek Road is a bustling thoroughfare where parents and their tamariki frequently navigate to reach the kindergarten. Installing a new crossing will significantly improve safety for the community, particularly for children crossing the road to attend the kindergarten. Thanks to the Hibiscus & Bays Local Board Transport Capital Fund, we’ll be installing new crossing facilities that will prioritise people crossing, especially our tamariki and the local community.
The changes we’ll be making in June 2025
Install a new zebra crossing and side islands at 143 Deep Creek RoadThe zebra crossing prioritises people crossing and makes it safer to cross, as drivers must stop and wait for them. The side islands are a small section of pavement within the median strip, surrounded by concrete. It helps people crossing to safely wait for a gap in traffic (while giving way to motorists) to finish crossing the road.
Extend the footpath at 143 Deep Creek Road to provide more room and a safe area to wait before crossing the road.
Install pram crossings, making it safer and more convenient for people pushing prams or strollers and ensures those with mobility needs can navigate crossings more easily
Install new streetlights for better visibility at night.
Install a high-friction road surface to improve skid resistance near the crossing.
New SLOW road markings to alert motorists that they are approaching a crossing and to reduce their speed.
Remove the existing crossing refuge at 135 Deep Creek Road, to make way for the new adjacent bus stop.
Paint bus markings and no stopping (broken yellow lines) outside 125 & 132 Deep Creek Road. This clear access so that buses can enter and exit the bus stop without being obstructed by parked cars.
Paint no stopping (broken yellow lines) outside 132 Deep Creek Road, where the bus stop will be relocated. One parking space will be available in front of 126 Deep Creek Road.
Paint no stopping (broken yellow lines)on all approaches to the crossing(outside properties 140, 141, 142, 143, and 145 Deep Creek Road) This gives better visibility and ensures motorists have a safe and unblocked view when nearing the crossing. We will need to clear access and visibility by reallocating road space which will remove eight parking spaces (3 angled and 5 parallel spaces).
Reinstating four parking spaces by removing the existing no stopping (broken yellow lines) outside properties 135 and 139 Deep Creek Road.

Benefits to your community
Improves safety for everyone of different accessibility needs and for speed reduction near the kindergarten
Encourages drivers to slow down and take extra care when approaching the crossing and improves visibility between motorists and people crossing the road
New road markings and signsclarify right of way, improve safety by minimising risk of collisions, and ensures compliance with traffic regulations.
Walking is good for the environment and good for your health. It helps reduce reliance on cars for local trips, decreasing traffic congestion and reducing our carbon emissions
What happens next
We will be in touch with local residents and businesses prior to any construction taking place.
Any change to the plan will be updated on our website.
