After reviewing the feedback we received, we are proceeding with the below changes to our proposal to install speed humps on Cornwall Road, Papatoetoe.

We anticipate these changes will be installed between December 2024 and February 2025.

Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge.
We received high support from the community via the online survey. 87% stating the changes would benefit the community while 13% advised the proposal would have a mix of positive and negative impacts.

Below is a summary of your feedback and our responses.
Speed Humps:
- Concerned with the number of reckless drivers on Cornwall Rd and Pembroke St.
- Request to install speed humps on all the streets near the school as children walk home.
- Concerned that speed humps will be a nuisance outside of school hours.
- Concerned that installing speed humps are not going to fix the problem and create traffic congestion.
- Suggest that it is the people that need to change how they use the roads and not change the roads.
- Request to install speed humps on Pembroke St as there was a fatal accident that happened here, last year.
Our response: Thank you for feedback. The speed humps are designed to make sure drivers slow down when they go over them. They should not cause traffic problems or congestion. These were proposed to make the neighbourhood safer, especially for school children near the back entrance of the school, due to speeding concerns.
In regard to request for additional speed humps on Pembroke St, thank you for bringing this to our attention. As this is outside Cornwall Rd project area, this issue has been passed on to our engineering team to be reviewed further. Speeding:
- Concerned with near miss incidents where drivers are not slowing down around schools.
- Concerned with drivers speeding around bends where vehicles are parked on the side making it dangerous for cars travelling from the opposite direction.
- Concerned with drivers that speed around bends and crash into residents’ fences and cars flipping over.
- Concerned with the number of cars and motorbikes speeding down Cornwall Road in the weekends.
- Concerned with reckless driving causing accidents, as in the past couple years there have been 2 fatalities and recently a student was hit by a vehicle in the neighbourhood.
- Concerned for children safety while playing outside and the risk of speeding vehicles on the road.
Our response: Thank you for your feedback and your local insights. The proposed speed humps placed around Cornwall Rd should address these speeding concerns and improve the overall traffic and safety in the neighbourhood. The proposal includes extra road markings around curves to make them clearer. Along with the new speed humps, this should help slow down speeding cars around bends.
Pedestrian Crossing:
- Suggestion to install pedestrian crossings on Cornwall Rd, Kimpton Rd and Tui Rd.
Our response: There are currently two pedestrian crossings on Tui Rd; one near Kimpton Rd and one near Cornwall Rd – these crossings were built because people needed safe places to cross Tui Rd.
A pedestrian crossing was considered for Cornwall Rd before proposing speed humps. However, after talking with the local school, we found that there isn’t a specific spot where kids cross Cornwall Rd. They usually take the shortest route to their pick-up vehicles or destination. So, we decided on speed humps to slow down traffic along the entire road instead.

About the project
The Ōtara-Papatoetoe local board has received requests from your local school and community to make some safety improvements around your neighbourhood, especially around the rear entrance of Papatoetoe East school. On their behalf, we are proposing to improve safety by regulating vehicles speed around this area and make it safer for vulnerable road users such as school children.
What we are proposing
Cornwall Road, Papatoetoe Drawings
- Installing speed humps at four locations on Cornwall Rd, Papatoetoe:
- 69 Cornwall Rd
- 61 Cornwall Rd
- 33 Cornwall Rd
- 19 Cornwall Rd
- New signs and road markings.
- New streetlights on 69, 61, and 33 Cornwall Rd for visibility of the speed humps.
- Vehicle crossing reinstatement on 33 and 31 Cornwall Rd to allow the new streetlight installation and connection.

- Improve safety of vulnerable road users such as school children
These safety improvements are supported by the Local Board Transport Capital Fund. This fund is used to make improvements based on community priorities, which may not be covered by other programmes of work.
The improvements will be delivered by AT on behalf of the Ōtara-Papatoetoe Local Board.
