Thank you to everyone who provided feedback on the proposed pedestrian safety improvements at Sites 3 and 4 in Clevedon Village.
Feedback was received through the online survey and email submissions.
Overall Feedback
Most respondents supported the proposed pedestrian safety improvements at Sites 3 and 4 in Clevedon Village, particularly because of the expected safety benefits for children, families and people walking around the village.
Feedback also highlighted important considerations regarding pedestrian connectivity, traffic speeds, design details and construction management, which have informed ongoing design and delivery planning

A school-patrolled crossing, known as a kea crossing, is already available at the school's back gate and continues to operate during school start and finish times to help students cross safely. Crossing Design and Functionality | Some respondents sought reassurance that the proposed design would work safely and effectively for both pedestrians and vehicles. Feedback focused on crossing locations, visibility, splitter island design and whether large vehicles could safely navigate the roundabout.
“Pedestrian crossing at number 1 on the map is too close to the roundabout. When cars approach from the east on North Road with intention of proceeding straight through the roundabout, will both pedestrian and vehicle be able to see each other?”
“I am concerned about the new kerb buildout... given the size of certain trucks and trailers transiting that exit of the roundabout.”
“Consider if a complete replacement of the existing islands is necessary or an alternation.” |
We have assessed the proposed layout to ensure drivers can see clearly and that all vehicle types, including large trucks and trailers, can safely travel through the roundabout. The new splitter islands are designed to reduce vehicle speeds approaching the roundabout and shorten crossing distances, making it safer and easier to cross. The crossing locations have been selected based on where people are most likely to walk, making it safer and more convenient. |
Traffic Speeds and Safety | Some respondents felt the proposal should do more to reduce vehicle speeds through the village and suggested additional traffic-calming measures such as speed humps.

Speed humps are not proposed, as Papakura-Clevedon Road, Clevedon-Kawakawa Road and North Road are arterial roads that support movement between destinations. A new zebra crossing outside the Clevedon Superette, to be delivered as part of the Clevedon Village Sites 1 & 2 project, will also improve pedestrian safety. |
Construction and Parking Impacts | Feedback highlighted practical concerns about parking, access, communication, timing and coordination with other works, and engagement with affected stakeholders during construction.

Walking Forward Together: Clevedon Village pedestrian safety improvements (Site 3 and 4)
Building on earlier pedestrian safety improvements in Clevedon Village, Auckland Transport is continuing to work with the Clevedon Community and Business Association, the Franklin Local Board, and the local community to make it safer and easier for people to walk around the village.
The proposed changes aim to improve pedestrian accessibility, help slow traffic where needed, and support safer movement for everyone — including school children, people walking, cycling, and those with prams or mobility needs.
This next stage focuses on two locations near the village roundabout (Site 3) and the Clevedon School back gate (Site 4).
Papakura–Clevedon Road / North Road / Clevedon–Kawakawa Road roundabout (Site 3):
This busy roundabout is used by everyone from school families to buses, trucks and vehicles towing trailers. The proposed changes aim to make it easier and safer for people to cross, while also helping larger vehicles move through the roundabout more smoothly.
Proposed improvements include:
- Extending the mountable roundabout aprons to give larger vehicles for turning space.
- Upgrading the splitter island on the Papakura–Clevedon Road approach with new pram ramps and a pedestrian cut‑through. (This will replace the existing courtesy crossing, which will be removed as part of the proposed pedestrian safety improvements near the Clevedon Superette, Site 1.)
- Reconstructing the existing splitter island on Clevedon–Kawakawa Road near the roundabout to improve pedestrian refuge and alignment.
- Building out the kerb and add pram ramps on the North Road approach to improve pedestrian accessibility.
These improvements link with earlier safety improvements near the village shops, helping create a more connected walking route through the centre of Clevedon.
49 Clevedon–Kawakawa Road, near Clevedon School back gate (Site 4):
This area is well used by school children, parents, cyclists and walkers. To help slow traffic and make crossings more visible, the proposal includes:
- Add side islands, red road surfacing with “SLOW” markings, and signage near the Clevedon School back gate to visually narrow the road and slow down the approaching traffic.
- Introduce cycle bypasses beside the side islands, providing a dedicated space for cyclists and reducing conflict with vehicle traffic.
- Introduce low-height planting to improve the streetscape while maintaining clear sightlines.
