Clevedon Village pedestrian safety improvements (site 1 and 2)
Construction Update – July 2026
Construction of the Clevedon Village Pedestrian Safety Improvements project, is scheduled to begin on the 23 July 2026 and be completed by 14 Aug, weather permitting.
Works will take place at locations on Papakura-Clevedon Road and North Road, during both daytime and overnight periods.
Key improvements
- New pedestrian crossing between the Hawthorn Munro building and the Superette.
- New footpath outside Clevedon Dairy.
- New pedestrian refuge island near Clevedon School.
- New road markings, signage and lighting to improve safety and visibility.
- Additional parking spaces through the removal of the existing pram crossing near the cemetery.
What to expect during construction
- Some on-street parking will be temporarily unavailable.
- Temporary footpath closures, with alternative pedestrian routes provided.
- Motorists can expect minor delays of up to five minutes at times.
- Temporary lane reductions on North Road and Papakura-Clevedon Road.
- Some works will be undertaken overnight, with daytime and night-time construction activities required at different stages of the project.

Walking Forward Together: Clevedon Village pedestrian safety improvements (Site 1 and 2)
We’ve heard your voices and, together with the Clevedon Community and Business Association, the Franklin Local Board and Clevedon School, we’ve worked to shape a safer, more accessible village for everyone. This collaborative effort has identified two locations and specific changes designed to support walkability and meet the needs of our growing community.

Here's what we’re proposing to do:
Outside Clevedon Superette (Site 1)
- Install a new zebra crossing at road level, with side islands, between the Hawthorn Munro building and the Superette, which is identified as the busiest informal crossing point in the village.
- Provide a new footpath in front of Clevedon Dairy to guide pedestrians away from walking behind parked cars.
- Removal of the existing planted pram crossing next to the cemetery to provide additional 2-3 parking spaces.
- Apply high friction surfacing on the approaches to the new crossing to improve safety.
- Improve line marking, signage and lighting where needed to support pedestrian safety.
- Apply the 10-minute parking (P10) rule outside the shops at 16 Papakura–Clevedon Road.
There are no other changes to the existing on-street parking near the shops.
At 30 North Road, near Clevedon School (Site-2):
- Install a new pedestrian refuge and footpath on the northern boundary of Clevedon School to improve walkability and safety for students and residents travelling between Clevedon School, the northern end of the village, and the Taitaia Stream walkway.
- Reprioritise six on-street parking spaces outside 17 and 19 North Road as “no stopping at all times” zones, and marked with broken yellow lines, to enhance visibility.
- Remove the existing pram crossing and close the current cut-through near the North Road and Mark William Place intersection.
- Enhance line marking, signage, and lighting to further support pedestrian safety.
