We are proposing a speed limit change to 40km/h in the Browns Bay Town Centre.
About the project
The safety improvements approved for construction within the Browns Bay Town Centre will help ensure everyone gets where they need to and home safely.
We’re creating safe streets in the town centre to get you to your school, local shops and all the places you love in a way that is good for you, your whānau and the environment.

To support the installation of the new safety measures, we are proposing to change the speed limit in the Browns Bay Town Centre to 40km/h.
The community supported the new safety installations and many suggested a lower speed limit to enhance the beachside shopping area.
The Hibiscus and Bays Local Board has asked us to consult the community prior to a final decision being made on changing the speed limit.

Benefits to your community
Working together with the new safety installations, a 40km/h speed limit will -
- Make it safer and easier for everyone getting around on foot, by bike, or scooter so everyone can enjoy the town centre.
- Give drivers more time to see people walking and cycling, making it safer for everyone to navigate the town centre.
- Improve visibility of people on foot, clear access & allow vehicles to turn more easily & safely too.
- Help reduce reliance on cars for local trips, decreasing traffic congestion and reducing our carbon emissions
If the community is supportive of this change, we would like to introduce the new speed limit when the new safety measures are installed.

Cost benefit disclosure statement
The government's Land Transport Rule - Setting of Speed Limit Rule 2024 requires us to complete a cost benefit disclosure statement for the proposed speed limit change. This sets out the expected impact of the speed limit changes on safety and travel times, and the expected implementation cost.
The proposed reduction is expected to -
- lower vehicle speeds in the town centre by a few km/h
- introduce a low travel time increase per street
- have an implementation cost varying from $500 to $4,500 per street.

What happens next:
- Community consultation is open for six weeks until 28 November 2025.
- We will consider all community feedback prior to a final decision being made
- Dependent on community feedback, introduce 40km/h speed limit in the Browns Bay Town Centre once the new safety measures are installed
