We’re responding to the current safety concerns at Dairy Flat Highway and The Avenue intersection, by proposing to upgrade the existing priority controlled intersection to a full signalised intersection.


What we are doing

Proposed improvements are set below, and include to:

  • Installing traffic signals and adjusting the intersection layout to make it safer and easier to use.
  • Installing ‘No stopping at all times’ (broken yellow lines) at the bus stops to give buses space to enter and exit the stops safely.
  • Removing the guardrail and upgrading the footpath outside the Thirsty Liquor.
  • Painting new advance cycle boxes on Dairy Flat Highway.
  • Reshape the existing traffic islands and upgrade a solid median to a flush median.

Why are we doing this

The Avenue and Diary Flat Highway intersection is a busy arterial route, that requires drivers to make right hand turn decisions across traffic. From the years of 2021–2025, there have been eleven reported accidents at this location. Of these, five resulted in minor injuries and six were non-injury crashes.

Growing communities mean a busier intersection. So, we’re working to make travelling through this intersection safer and better for everyone.

What we want your feedback on

We would like to hear about your usage of the intersection at Dairy Flat Highway and The Avenue, any access or safety concerns with aspects of our design, and anything we may have missed about this design or your community.

Community engagement is open for 3 weeks from 3rd - 24th August 2026.

How can you have your say

What happens next

We will consider all community feedback and present a recommendation and feedback report to Upper Harbour Local Board. Upper Harbour Local Board will provide feedback prior to a final decision being made.
