Improving safety and accessibility on Alpine Road, Kaukapakapa
About the project
We’re addressing safety concerns raised by the community regarding the damage along the unformed legal road (paper road) on Alpine Road in Kaukapakapa.
A paper road is land planned for a future road that currently looks like open space, such as grass, bush, or farmland, and may appear as a road only on maps.
To protect this area and make it safer for everyone, we’re planning to restrict motor vehicles from using part of Alpine Road. This change will help to create a safer place for people walking, cycling, or horse riding, protect the nearby cell tower and surrounding land, and support access to local nature and recreation areas.

The changes we’re making:
- Installing gates at each end of the paper road as a Motor Control Filter (near 72 & 85 Alpine Road and near 120 & 173 Alpine Road), as shown in the drawing. This will stop vehicles from using that section of the road while keeping it open and safe for walking, cycling, and horse riding.
- Vehicles used for farm work on adjoining properties and telecommunications maintenance will still be allowed access.
- The motor control filters that will be implemented to block motorists from using this section of the road are fully authorised under clause 2.1 of the Land Transport Rule: Streets Layout 2023.

We are planning to install these gates in November/ December 2025.
